The Secretary-General of the League of Arab States, Ahmed Aboul Gheit, the Chairperson of the African Union Commission, Mahmoud Ali Youssef, and the Secretary-General of the Organization of Islamic Cooperation, Hissein Brahim Taha, condemned the continuation of Israeli annexation and settlement plans in the occupied Palestinian territory, particularly the "E1 settlement plan" and the forced displacement of the "Khan al-Ahmar" Bedouin community, east of occupied Jerusalem.

In a joint statement issued on Wednesday, the heads of the three organizations affirmed their rejection of these blatant measures, considering the Israeli settlement policy a flagrant violation of international law and relevant United Nations resolutions.
They reaffirmed their rejection of Israel’s violation of the fundamental rights and freedoms of the Palestinian people through the enforcement of an apartheid system based on racial and religious discrimination. They called on the international community to assume its legal and political responsibilities and take effective steps to provide international protection for the Palestinian people. They also urged an end to all occupation policies based on annexation, displacement, blockade, and colonial settlement, characterizing them as ethnic cleansing and war crimes under international law, the UN Charter, and relevant resolutions, which threaten to undermine the chances of achieving peace based on the vision of the two-state solution.
They stated that these plans and measures constitute a direct assault on the legitimate rights of the Palestinian people, including their inalienable right to self-determination and the establishment of their independent state on the 1967 borders with East Jerusalem as its capital.
The heads of the three organizations expressed their rejection and condemnation of the illegal measures taken by the occupation authorities against international non-governmental organizations (INGOs), particularly the enactment of illegitimate laws against them, refusal of their registration, criminalization of their activities, confiscation of their property, and targeting of their personnel. They noted that this stands in blatant violation of international humanitarian law, the relevant UN Security Council resolutions, and the Advisory Opinion of the International Court of Justice (ICJ) issued on October 22, 2025, concerning Israel’s obligations regarding the presence and activities of the United Nations, other international organizations, and third states in and in relation to the occupied Palestinian territory.
They emphasized the vital and indispensable role of INGOs and specialized UN agencies, particularly UNRWA, as an integral part of the required humanitarian response and a key partner in providing relief, early recovery, development, and reconstruction services.
The heads of the three organizations demanded that the Israeli occupation authorities immediately, fully, and unconditionally lift all restrictions imposed on the work of INGOs. They also called on them to commit to respecting and protecting all personnel of UN agencies and relief, humanitarian, medical, and media institutions, as well as their facilities and roles across the occupied Palestinian territory.
Furthermore, they called on the international community to pressure the Israeli occupation to halt the piracy of financial resources belonging to the State of Palestine, and to compel it to immediately and unconditionally release all unlawfully withheld tax funds, thereby enabling the Government of the State of Palestine to perform its duties and obligations toward the Palestinian people and strengthen their resilience on their land.
