The United States has expressed openness to holding talks with Iran in New York on the sidelines of the United Nations General Assembly, as Tehran has given its delegation in the city full authority to revive diplomatic efforts and negotiate an end to hostilities.

US Secretary of State Marco Rubio said Washington was open to speaking with Iranian officials at the United Nations, while a senior Iranian official said Tehran’s delegation in New York had full authority to revive diplomacy with the United States. Rubio clarified that no meeting has been scheduled so far.
Meanwhile, an Iranian official ruled out a meeting between President Masoud Pezeshkian and his US counterpart, Donald Trump, while saying that progress toward an agreement remained possible.
Iranian Parliament Speaker Mohammad Bagher Ghalibaf stressed that diplomacy does not mean surrender, describing negotiations as “another battlefield.”
The Islamic Revolutionary Guard Corps said it was prepared to negotiate if required by national interests, while stressing that the military institution would not engage in direct contact with the United States.
The IRGC warned that any US or Israeli strike would be met with multiple responses across different arenas and through different means. It also said its assessments indicated that Washington and Tel Aviv were not prepared for another war, while emphasizing that Iran was prepared for any escalation.
The Iranian official said Tehran was ready to discuss the details of an agreement to end hostilities through mediators in New York. The official added that a new proposal on the matter had been delivered to the United States through mediators on September 16.
Under the proposal, Iran would reopen the Strait of Hormuz within seven days in exchange for Washington easing military pressure and lifting its blockade, according to the official. The proposal, the official said, had received the approval of Iran’s Supreme Leader and the National Security Council.
The developments come as Iranian statements continue to combine a willingness to keep diplomatic channels open with maintaining the ability to respond militarily, amid the UN General Assembly meetings in New York.
