The Land Transport Regulatory Commission said that the Public University Student Transport Support Project has been in operation since 2011, with the aim of encouraging students to use public transportation. The project was approved by the Prime Ministry to subsidize 50% of the student fare based on the approved tariff. In response to a question submitted by MP Tareq Bani Hani, the commission explained that the current support mechanism relies on paper-based procedures, due to the lack of direct linkage between the databases of universities, the Ministry of Higher Education, and the supervising authority. This requires manual paper-based verifications to confirm the data of beneficiary students.

The commission noted that it is currently working on transitioning to an integrated electronic payment system that will unify and automatically update the student database through direct linkage with the Ministry of Higher Education via the “Sanad” platform, to verify students’ academic status and enrollment.

The new system will also include verification of the student’s identity and university number through the issuance of a smart card or a dynamic QR code that can only be used by its holder, in addition to unified electronic registration in cooperation with the Ministry of Digital Economy and Entrepreneurship and Ru’ya Amman Company.

Through this project, the commission aims to develop an integrated smart transport system and move from limited manual procedures to a comprehensive and unified electronic system capable of accurately and transparently documenting all elements of the service.

The proposed system includes electronic payments via smart cards or QR codes, around-the-clock vehicle tracking systems (GPS), surveillance cameras inside buses to enhance safety, as well as full electronic integration with the “Sanad” platform to verify student data and academic enrollment.

According to the commission, financial clearing operations will be carried out electronically through a Clearing House system, ensuring real-time documentation of each trip and calculating subsidies based solely on actual usage. The system will also generate accurate periodic reports on the number of trips, the number of benefiting students, subsidy costs, and operational performance indicators.

The commission added that it is currently reviewing the technical and financial bids submitted by Ru’ya Amman Company to implement the integrated electronic system. It is expected that implementation will begin and the new system will become operational at the start of the second academic semester, during the first quarter of 2026, following the completion of award procedures and approval of technical and regulatory requirements.

The number of buses operating under the project reached 596, while the value of annual support in 2024 amounted to approximately JOD 9.75 million.
