AMMAN — The Foreign Ministers of Jordan, Saudi Arabia, Brazil, France, Denmark, Finland, Iceland, Indonesia, Ireland, Egypt, Luxembourg, Norway, Palestine, Portugal, Qatar, Slovenia, Spain, Sweden, and Türkiye, along with the Secretaries-General of the Arab League and the Organization of Islamic Cooperation (OIC), have condemned "in the strongest terms" a series of recent Israeli decisions aimed at broadly expanding illegal Israeli control over the West Bank.

These changes range from the extensive reclassification of Palestinian land as so-called Israeli "state land" to the acceleration of illegal settlement activity and the further entrenchment of Israeli administration.
The ministers clearly affirmed that illegal Israeli settlements, and the decisions designed to bolster them, constitute a flagrant violation of international law, including relevant UN Security Council resolutions and the 2024 Advisory Opinion of the International Court of Justice (ICJ).
The statement noted that these recent decisions are part of a clear trajectory aimed at altering facts on the ground and moving toward unacceptable de facto annexation. Such actions undermine ongoing efforts to achieve regional peace and stability—including the 20-point plan for Gaza—and threaten any genuine prospect for regional integration.
The ministers called on the Israeli government to immediately reverse these decisions, respect its international obligations, and refrain from any actions that would permanently alter the legal and administrative status of the Occupied Palestinian Territory.
These decisions follow an unprecedented acceleration in Israeli settlement policy, including the approval and tendering of the E1 project. The ministers described these measures as a "direct and deliberate attack" on the viability of a Palestinian state and the implementation of the two-state solution. In this context, they reaffirmed their rejection of all measures aimed at altering the demographic composition, character, and legal status of the Palestinian territory occupied since 1967, including East Jerusalem, and stated their opposition to any form of annexation.
Amid the alarming escalation in the West Bank, the ministers also called on Israel to end settler violence against Palestinians and to hold those responsible for such violations accountable.
The signatory parties reaffirmed their commitment to taking concrete steps, in accordance with international law, to counter the expansion of illegal settlements and the policies and threats of forced displacement and annexation.
Coinciding with the Holy Month of Ramadan, the ministers emphasized the importance of maintaining the historic and legal Status Quo in Jerusalem and its holy sites, recognizing the special role of the Historic Hashemite Custodianship in this regard. They further condemned repeated violations of the Status Quo in Jerusalem, which pose a threat to regional stability.
The ministers also called on Israel to immediately release withheld tax revenues due to the Palestinian Authority. They urged the transfer of these funds in accordance with the Paris Protocol, noting they are vital for providing essential services to the Palestinian population in both Gaza and the West Bank.
Finally, they reaffirmed their unwavering commitment to achieving a just, comprehensive, and lasting peace in the Middle East based on the two-state solution, in line with the Arab Peace Initiative and relevant UN resolutions, based on the June 4, 1967 lines. As stated in the New York Declaration, ending the Israeli-Palestinian conflict is imperative for regional peace and integration. Coexistence in the region can only be achieved through the establishment of an independent, sovereign, and democratic Palestinian state.
