Jordan’s Minister of Education and Human Resources Development, Dr. Azmi Mahafzah, issued a circular on Wednesday to all public and private higher education institutions, requiring compliance with regulations governing the recognition of lectures and training programs completed by higher education students as part of national military service and reserve service.

The regulations were issued under Article 14 of the National Military Service and Reserve Service Law No. 23 of 1986 and its amendments.
Mahafzah said students who graduated from Jordan’s General Secondary Education Certificate in the summer 2026–2027 session and have been called to perform military service starting Thursday are entitled to benefit from these regulations, after confirming their call-up through the text message sent to their mobile phones or through another official method.
Under the arrangements, a first-degree relative must visit the university or college to complete registration procedures. At public universities, this applies to the regular program if the student was nominated through the Unified Admission Coordination Unit, or to the parallel program if nominated by the respective university.
The same arrangements apply to registration at private universities and university colleges. The institution will collect the registration fee, payable only once upon the student’s admission, without charging any additional fees and without registering any credit hours.
After completing the required period of military service, the student must submit to the university or college’s Admissions and Registration Unit a copy of the military service completion certificate issued by the Directorate of Mobilization and the Popular Army/ Jordanian Armed Forces, in the form of a document addressed “To Whom It May Concern.”
The circular also requires universities to comply with the aforementioned regulations and to credit the student with 12 credit hours, regardless of the courses previously studied.
These arrangements apply to all students admitted at the beginning of the first semester of the 2026–2027 academic year, whether pursuing a bachelor’s degree or an intermediate diploma.
