For some, the minister noted, begging has become a full-fledged profession, with heads of families exploiting their children at times to solicit sympathy from citizens, Khaberni reported.

Not all beggars struggle with povertyHowever, poverty is not always the underlying reason for begging, Bani Mustafa said, highlighting social studies conducted by the ministry showing that some beggars own property and real estate.

The ministry has been successful in controlling vagrancy in the Kingdom through cooperation with the relevant authorities and the judiciary, the minister noted, emphasizing the “major role” that the public plays in limiting the spread of this phenomenon.

The role of the National Aid FundThe National Aid Fund (NAF) does not diminish the needs of any family in the Kingdom, however, its limited available resources require it to focus on the poorest of families, she explained.

The NAF’s unified cash support program benefits 120,000 families in Jordan, at a cost of JD240 million annually, the minister noted.
