Under the patronage of Dr. Khalid Al-Bakkar, Chairman of the Vocational Training Corporation and Minister of Labor, and Germany’s Federal Minister for Economic Cooperation and Development, Reem Al-Abali Radovan, the Vocational Training Corporation (VTC) signed four memoranda of understanding with the Central Association of German Crafts (ZDH).

The agreements were signed at the headquarters of the German Federal Ministry for Economic Cooperation and Development (BMZ) in the presence of Jordanian Ambassador to Berlin, Faiz Khoury, reflecting a strategic step that underscores the depth of the Jordanian-German partnership and Jordan’s vision to empower youth and build a qualified national workforce for the global labor market.
During the press conference, Al-Bakkar emphasized that these partnerships represent a strategic milestone in Jordan-Germany cooperation, highlighting the importance of activating apprenticeship programs to equip youth with advanced practical skills and link them to the German labor market, demonstrating a national commitment to developing human capital and securing quality employment opportunities for job-seeking youth.
He noted that the agreements fall within a comprehensive vision to enhance Jordanian youth capabilities with global skills, ensuring their employment in quality jobs according to international market needs, and strengthening the value of apprenticeships as a bridge to sustainable employment under the “Global Skills and Values” framework.
Minister Al-Abali Radovan emphasized Germany’s commitment to supporting skilled and qualified labor, noting that the German economy annually requires about 400,000 skilled workers, including 250,000 in professional, technical, and craft sectors. She praised Jordan as a model experience in developing youth skills and preparing them for international market requirements.
Dr. Ahmed Mufleh Al-Gharaibeh, Director General of VTC, stated that the partnerships are part of the national strategy to qualify youth through advanced training programs, language and cultural preparation, and professional integration with German companies, ensuring internationally recognized skills and sustainable employment opportunities in various professional and craft sectors in Germany.
He added that VTC plans to expand the program in 2026-2027, increasing trainee numbers and continuing German language programs, supporting vocational empowerment and employment in line with the royal vision.
Al-Gharaibeh noted that the partnerships include key institutions such as ZDH, the Steinfort Farendorf Craftsmen Association, the Koblenz and Munich/Oberbayern Craft Chambers, as well as VTC institutes in Marka, Al-Quwaysmeh, and Ain Al-Basha, reflecting the institutional depth of this collaboration.
Attendees also viewed a photo exhibition showcasing Jordanian trainees’ experiences in Germany, highlighting the success of bilateral cooperation in equipping youth with vital skills for future labor market needs.
This collaboration is part of the PAM project (Partnerships for Training in Development and Labor Migration), implemented by GIZ Jordan on behalf of Germany’s BMZ, demonstrating the joint commitment of Jordan and Germany to develop skills, open opportunities, and build a sustainable professional future for Jordanian youth, enhancing Jordan’s role as a regional model for human capital development in line with the royal vision for youth empowerment and global labor market readiness.
