The Egyptian Football Association has submitted a legal memorandum to FIFA’s Disciplinary Committee in response to inquiries concerning incidents and statements surrounding Egypt’s World Cup match against Argentina.
According to Egyptian sources, the memorandum runs to around 90 pages and includes legal responses and explanations addressing all the points and questions raised by FIFA regarding the events during the match.
The submission covers the positions of Egypt head coach Hossam Hassan, national team director Ibrahim Hassan, and player Mostafa Ziko in connection with the incidents surrounding the fixture.
The memorandum was prepared and legally drafted under the supervision of international lawyer Mohamed El-Toubgy, in coordination with the Egyptian Football Association’s legal committee. It also included supporting arguments and documents presented as part of Egypt’s defense.
According to the sources, the Egyptian federation responded to all inquiries submitted by FIFA’s Disciplinary Committee, confirming that it had met all requirements before the deadline set by the world governing body.
In its submission, the Egyptian side argued that Hossam Hassan, Ibrahim Hassan and Mostafa Ziko had not committed any misconduct warranting disciplinary sanctions. It said the actions under investigation occurred in the context of the emotions and tensions surrounding the match and did not, in its view, amount to offenses deserving punishment.
The Egyptian defense also cited other incidents during the match, arguing that the actions under investigation should be assessed within the broader context of the events and emotions surrounding the game rather than in isolation.
The federation stressed that the conduct of the Egyptian team members was part of normal on-field emotions, while pointing to incidents involving Argentina players that it said should also be taken into account when assessing the events as a whole.
The Egyptian Football Association is now awaiting FIFA’s Disciplinary Committee decision on the memorandum to determine the final outcome and whether any sanctions will be imposed on Hossam Hassan, Ibrahim Hassan or Mostafa Ziko.
The move is part of Egypt’s legal defense of its national team personnel after FIFA requested clarification regarding several incidents and statements surrounding the Egypt-Argentina match. The federation sought to provide a comprehensive response supported by legal arguments and documentation.
