The Jerusalem Governorate reported that settlers have established a new pastoral settlement outpost near the Ma'azi Jaba' Bedouin community, north of the occupied city of Jerusalem. This comes as part of the rapid expansion of pastoral outposts, which constitute one of the most prominent tools of the Israeli settlement project in the Jerusalem Governorate, aimed at imposing control over Palestinian lands, isolating Bedouin communities, and creating conditions for their forced displacement.

The Governorate explained that the number of settlement outposts in the Jerusalem Governorate has reached approximately 23, the majority of which are concentrated in the eastern and northern belts of the governorate. In contrast, there are 37 Bedouin communities inhabited by more than 7,000 Palestinians, all of which face escalating pressures targeting their existence and continuity.
It pointed out that pastoral outposts are no longer temporary settlement gatherings, but have become an organized settlement tool adopted by the occupation authorities to expand control over Palestinian lands outside the boundaries of existing settlements. This is done by seizing mountaintops, hills, and natural pastures before gradually converting them into permanent settlement points linked to Israeli colonies and infrastructure.
The Governorate added that attacks on Bedouin communities have come to follow a fixed and systematic pattern. It begins with seizing strategic high points, followed by establishing pastoral outposts that expand gradually, thereby imposing a new reality that prevents Palestinians from accessing their agricultural lands and pastures, restricts residents' movement, and fragments the Palestinian geographical continuity. Consequently, these assaults have turned into a systematic settlement tool, particularly in the eastern and northern belts of the governorate, where pastoral settlement is used to control vast areas of Palestinian land and prevent their owners from utilizing them.
The Governorate noted that Bedouin communities—specifically those stretching from Mikhmas in the north to Wadi al-Nar in the south—face a continuous chain of violations. These begin with denying them basic infrastructure and services and extend to the seizure of land and property, amidst daily attacks carried out by settlers. These include assaulting Palestinians and herders, stealing livestock, destroying wheat and barley crops, cutting water lines, and blocking access to natural pastures. Meanwhile, occupation forces provide protection for these assaults, while simultaneously conducting raids and arrests against Palestinians, reinforcing the policy of restriction and forced displacement.
It indicated that the first half of 2026 witnessed a noticeable escalation in settler attacks within the Jerusalem Governorate, with 269 attacks documented. Among these were 52 attacks involving direct physical harm to Palestinians, resulting in the martyrdom of three Jerusalemites, alongside several other Palestinians suffering various wounds and bruises.
