One report in yesterday's Hebrew press suggested that Washington has dropped this condition to initiate construction, in addition to the existence of direct negotiations between US officials and representatives of the movement.
The Hebrew newspaper Yedioth Ahronoth reported yesterday that after a thousand days of war, the US administration has decided to abandon the disarmament of Hamas as a prerequisite for rebuilding the Gaza Strip. It pointed out that disarmament was part of President Donald Trump’s 20-point plan, which paved the way for the Gaza ceasefire agreement.
The first phase of the plan included the return of the remaining Israeli captives, both living and deceased, and the release of 250 Palestinian prisoners, in addition to 1,700 civilians from Gaza. However, since then, paths have diverged according to the newspaper’s report: the Trump administration has followed the path charted for it by Qatar, Turkey, and regional economic interests, while the Israeli occupation government was left behind, isolated and helpless.
Three years since the start of the war, Gaza poses a continuously expanding field problem. It has also become an example of what is happening to the Israeli occupation state on other fronts—namely in Iran, Lebanon, and Syria—showing that America is no longer with it. "In historical terms, this is the most difficult outcome of the war."
According to the details, the Americans have transitioned from indirect negotiations with Hamas through mediators to direct negotiations. US envoy Steve Witkoff is reportedly conducting negotiations with Hamas leader Khalil al-Hayya in Qatar.
The Hebrew Channel 11, affiliated with the Israeli Public Broadcasting Corporation, had reported in recent days on the existence of such contacts. Meanwhile, Yedioth Ahronoth cited confirmation of this information from an unnamed reliable source, adding that "breaking the boycott is part of a process to legitimize Hamas."
In the negotiations, the Americans are trying to obtain approval for a partial disarmament, which would include dismantling heavy weapons while keeping light arms. However, despite continuous contact over the past nine months, there are still no agreed-upon definitions for heavy weapons, and whether they include mortars, anti-tank missiles, and drones.
Transitioning to Phase Two of the Gaza Agreement
Recent Hebrew reports indicated that, despite Hamas not being disarmed, the Americans decided to transition to the second phase. This phase includes a gradual reconstruction of Gaza areas currently under Israeli control, whereby Israel will pull back and an international force will take its place. New cities will be built for residents to move into, in a project expected to be completed within ten years. While the assumption upon signing the ceasefire agreement was that Hamas would dismantle on its own, the opposite occurred, and the movement strengthened its control. According to the same report, Hamas will move eastward along with the population as they relocate to the reconstructed Gaza.
Despite the occupation's continuous violations of the ceasefire agreement, which have never actually stopped—as Israel continues to commit massacres in the Strip since it was reached—officials in the occupation government were hoping for an explosion that would bring the genocidal war back to its peak, especially since it serves election purposes. Within this framework, Tel Aviv has exaggerated the military threat from the Gaza Strip in recent days. According to the Hebrew newspaper, the military threat is currently the least concerning issue due to the Israeli army's control. It also noted that the occupation army controls 60% of the Strip's area, not 70% as Netanyahu insists. The report claimed that Hamas leaders are requesting in their communications with Tehran to elevate their status to match that of Hezbollah, so that Iran can make it clear to the Americans that if Israel dares to attack Gaza, it will close the Strait of Hormuz.
In a related context, a leading source in Hamas revealed that the movement's leadership succeeded, through contacts and coordination with mediators, in excluding any formulations that could be interpreted as a surrender by the resistance within the roadmap proposed by Nickolay Mladenov to transition to the second phase of Trump's plan for Gaza.
The source added that the head of the movement's delegation, Zaher Jabarin, left the Egyptian capital, Cairo, the day before yesterday, after delivering the Palestinian factions' response to the latest amendments submitted by Mladenov, without holding any rounds of negotiations with mediators or with any representatives of the Peace Council.
The leading source confirmed that the delegation, which had arrived in Cairo last Tuesday, was not authorized to negotiate and was only tasked with delivering the response finalized by the movement after consultation with the factions and within its leadership levels.
The source also revealed an unannounced meeting held early this week in the Turkish capital, Ankara, which brought together the heads of Turkish intelligence, Ibrahim Kalin, and Egyptian intelligence, Hassan Rashad, with Khalil al-Hayya and Khaled Meshaal, members of the movement's political bureau.
The source explained that the meeting discussed the agenda of the Global Peace Council meeting, which was held in Cyprus over two days.
Storing Weapons Instead of Surrendering Them
The source explained that the movement's leadership, through coordination with mediators, recently succeeded in bypassing and excluding any formulation containing any form of surrender for the resistance in the roadmap proposed by Mladenov for transitioning to the second phase of US President Donald Trump's plan regarding Gaza.
The source revealed that the official response submitted by Hamas in Cairo, following consultations between Al-Hayya, Meshaal, and the Egyptian and Turkish intelligence chiefs, also included an agreement to exclude any texts related to disarming or surrendering weapons. Instead, a formulation regarding "inventorying, collecting, and storing weapons" was approved, effectively dropping the demand to disarm the resistance or its infrastructure. During the Turkey meeting, an agreement was reached with the mediators to maintain the legal status of Gaza's lands and their subordination to the legal and sovereign frameworks of the Palestinian Authority, as the representative of the Palestinian people.
According to the source, this attempt comes to block intentions to expropriate public and privately owned lands to establish permanent camps and complexes for displaced people. This falls under a mid-term plan by the Israeli occupation government to push the population to emigrate by economically suffocating them, accompanied by superficial modifications to the occupation's plans, renaming the displacement plan as the "Free Movement" project. - (Agencies)
