Minister of Planning and International Cooperation Zeina Touqan signed a financing agreement with the German Development Bank (KfW) for the “Development of New Water Sources” project in Jordan, valued at €47 million.

According to a statement by the ministry on Thursday, the agreement reflects the ongoing strategic partnership between Jordan and Germany, and Germany’s support for Jordan’s development priorities in line with the National Water Strategy and the Economic Modernization Vision.
The agreement was signed on behalf of the beneficiary side by Minister of Water and Irrigation Raed Abu Saud, while Judith Etzler, Head of Water and Environment Projects for the Middle East at KfW, and Matthias Schmidt-Rosen, Director of the KfW Office in Jordan, signed on behalf of Germany, in the presence of Dr. Bertram von Moltke, Ambassador of the Federal Republic of Germany to Jordan.
The project aims to improve water supply through sustainable extraction, desalination of brackish water, and enhancing climate change adaptation, in line with national efforts to ensure water security.
Ambassador von Moltke commented: “Jordan is experiencing one of the toughest summers in decades in terms of water availability. Germany is providing significant support to help Jordan confront these challenges. Strengthening water supply is one of the key areas in which we are engaged, for example through our support for the planned National Water Carrier project from Aqaba to Amman, which contributes to the same objective.”
He added: “I congratulate Jordan on the progress it has made in reducing water losses, improving energy efficiency, treating wastewater for irrigation, and leading preparations for the final stage of the National Water Carrier Project. However, major challenges remain, such as persistently high water losses, the need for substantial investments, achieving financial sustainability in the sector, and raising awareness about acute water scarcity. These require our full attention, and Germany will continue to support Jordan in this endeavor.”
