Jordan, Turkey, Saudi Arabia and Syria are exploring the possibility of establishing a regional electricity interconnection line that would expand energy exchange among the four countries.

The project was announced last month by Turkish Minister of Energy and Natural Resources Alparslan Bayraktar, who said discussions had taken place on the sidelines of the 25th World Petroleum Congress in Riyadh.
The project remains at the discussion stage. Jordan's National Electric Power Company (NEPCO) said it had not received an official proposal and that no joint technical or economic feasibility studies had been prepared. No implementation timeline has been set.
The Turkish announcement places the project within broader efforts to expand regional energy cooperation and make use of existing infrastructure. The initiative comes amid growing emphasis on diversifying energy supply routes and strengthening the ability of electricity grids to exchange power.
However, moving from discussions to implementation will require resolving technical, economic and commercial issues, as well as defining the roles of participating countries and the terms governing their interconnection.
A Proposed Project Without an Announced Implementation Framework
In response to inquiries, NEPCO said Jordan had not received an official proposal for the electricity interconnection project linking Turkey, Saudi Arabia, Jordan and Syria. It also confirmed that no joint technical or economic feasibility studies had been prepared so far.
The company explained that the regional interconnection concept had been raised as part of proposals to connect Gulf countries with Europe through a power transmission line extending from Saudi Arabia, through Jordan and Syria, to Turkey, and then onward to European markets.
According to NEPCO, Jordan is open to any option that serves the technical and economic interests of its electricity system, whether through importing and exporting electricity among interconnected countries or using Jordanian territory as a transit route for power transmission.
Such decisions would depend on the findings of economic feasibility studies to be conducted if the project advances to more developed stages.
The company stressed that implementation would require a technical and economic feasibility study, in addition to signing the necessary agreements between the parties involved. These requirements have not yet been announced as completed.
Jordan-Syria Electricity Interconnection
While the four-country project remains under discussion, NEPCO is working to rehabilitate the existing electricity interconnection between Jordan and Syria.
The company told Al-Mamlaka TV that the technical and economic study for strengthening the electricity link between the two countries is expected to be completed by the end of 2027. The study will assess grid readiness and identify technical requirements before expanding electricity exchange capacity.
This process is a key element in evaluating any broader regional project. Transmitting electricity through Jordan and Syria to Turkey would require confirming the readiness of transmission lines and substations, determining the capacity the grids can accommodate, and establishing operational and maintenance arrangements.
In this context, Jordan, Syria and Lebanon discussed strengthening cooperation in electricity and natural gas during ministerial meetings hosted by Amman on May 4, 2026. The discussions also addressed the rehabilitation of power networks and ways to make better use of existing infrastructure.
