The Minister of Planning and International Cooperation, Zeina Toukan, emphasized the significance of Jordan-EU relations, describing the European Union as a "strategic partner" and highlighting the importance of the Strategic and Comprehensive Partnership between the two sides.
Her remarks came during the signing of three financing agreements totaling €135 million on Thursday at the Ministry of Planning. These agreements fall under the framework of the Strategic and Comprehensive Partnership aimed at enhancing cooperation in human capital development, refugee support, and border security.
Toukan stated that the relationship with the EU is "strategic and long-term," particularly within the partnership framework signed during His Majesty King Abdullah II's visit to Brussels in January 2025. She added that both parties are working to translate this partnership into tangible reality, noting that the newly signed agreements represent a "new milestone" in this trajectory.
Breakdown of the €135 Million Financing:
Human Capital Development (€30 million): Focuses on inclusive education, Technical and Vocational Education and Training (TVET), social protection, and democratic empowerment, particularly for women, youth, and persons with disabilities.
Refugee Support and Protection (€80 million): Aims to ensure dignified livelihoods for both host communities and Syrian refugees through cash assistance, social services, and skill development, while supporting the voluntary, dignified, and sustainable return to Syria.
Integrated Border Management and Internal Security (€25 million): Aimed at boosting Jordan's capabilities in combating transnational crime, cyber threats, and human trafficking, while upholding human rights and gender-responsive border security.
The Minister also revealed that additional agreements with the EU will be announced soon, alongside ongoing arrangements for an investment conference to be held in collaboration with the EU before the end of the year.
The Strategic and Comprehensive Partnership, signed in January 2025, focuses on five key pillars: human capital development, migration and refugee support, security, economic resilience, and political relations. Notably, the EU has pledged €3 billion to Jordan for the 2025–2027 period, encompassing grants, investments, and concessional loans.
