According to the strategy, prepared by the Ministry of Industry, Trade and Supply in partnership with the Jordan Chamber of Industry and relevant public and private-sector entities, the “Efficiency” program focuses on upgrading industrial processes and advancing digital and energy transformation. This will be achieved through the adoption of smart industry technologies, predictive maintenance, and improved energy and water consumption, with the aim of cutting energy costs by more than 15 percent and increasing worker productivity by around 20 percent by 2029.

The “High Value” program seeks to increase the share of high-value products from around 15 percent of sector sales to more than 25 percent. This will be achieved by developing specialized intermediate chemicals, smart fertilizers, biological pesticides, technical paints, advanced detergents, and high-value-added Dead Sea products.

The “Integration” program focuses on reducing reliance on imported inputs, developing intermediate industries, and linking manufacturing industries to national mineral resources. It also calls for establishing specialized industrial clusters and nationally accredited laboratories with international recognition, with the goal of increasing the share of local content to more than 15 percent.

The “Empowerment” program aims to provide accessible financing and investment incentives, promote innovation and technology transfer, and develop human skills. It also includes updating the legislative and regulatory framework and simplifying licensing, registration, and oversight procedures, with the goal of doubling the volume of new investments in the sector.

In the area of exports, the “Market Access” program seeks to raise the value of sector exports to more than JD2 billion by 2029 by diversifying markets, developing products, and making greater use of trade agreements and logistics corridors.

The “Compliance” program complements these efforts by aligning products and industrial processes with global environmental and regulatory requirements, particularly the European Union’s Carbon Border Adjustment Mechanism (CBAM). It also calls for developing systems to measure carbon footprints and strengthen quality standards and international accreditation.

The strategy emphasizes that implementing the programs in an integrated manner through public-private partnerships will provide a foundation for transforming national resources into specialized products, strengthening the sector’s competitiveness, and ensuring sustainable growth.

Earlier this month, the ministry announced the launch of three sectoral strategies for 2027–2029 covering the engineering industries, food industries, and chemical industries and cosmetics. The initiative forms part of efforts to develop the industrial sector and enhance its competitiveness and productivity, supporting the objectives of the high-value industries driver under the Economic Modernization Vision. It also aims to develop targeted sectors by identifying priorities, initiatives, and projects with economic impact and linking them to clear performance indicators and targets, thereby increasing the industrial sector’s contribution to economic growth, exports, investment, and employment.
