The MoU was signed by Minister of Energy and Mineral Resources Dr. Saleh Al-Kharabsheh and Mr. Lei Guimin, Vice President of United Energy Group Limited.

During the signing, Al-Kharabsheh emphasized the importance of this step in supporting Jordan’s efforts to transition toward clean energy. He noted that the ministry has already identified the target area for technical studies and expressed readiness to cooperate with the company in other sectors, including oil and gas.

Al-Kharabsheh added that the MoU represents a key step toward enhancing the investment environment for green hydrogen projects. He affirmed the ministry’s commitment to facilitating the implementation of preliminary studies on the ground, ensuring economic and technical feasibility while promoting private sector participation in this promising field.

For his part, Lei Guimin expressed his gratitude to the ministry for its trust, noting that the company has been economically active in Iraq for the past two years, reflecting its regional expertise and readiness to operate in the Jordanian market.

The study aims to evaluate the feasibility of producing 200,000 tons of green ammonia annually for export purposes, at a total cost of $1.155 billion USD, using desalinated seawater and renewable energy generated from the best sites in Jordan at the lowest possible cost.

Additionally, the study will define the required land area and the key technical phases of the project.
