Interim Venezuelan President Delcy Rodríguez and Colombian businessman Jaime Gilinski signed a 25-year oil sector investment agreement in Caracas to operate in the Barinas field alongside state-owned PDVSA. The deal aims to leverage capital and expertise to generate mutual value for both nations.

Separately, Venezuelan authorities granted US-backed North American Blue Energy Partners a 100-year concession for 17 oil fields holding an estimated 65 billion barrels of proven reserves. Under the arrangement, the US Department of War's Office of Strategic Capital holds a 35% stake in the parent entity.
