Minister of Energy and Mineral Resources Dr. Saleh Al-Kharabsheh announced on Thursday that Jordan is confidently advancing in developing its green hydrogen sector and establishing a comprehensive national system for issuing green hydrogen certificates and guaranteeing origin, reinforcing the Kingdom’s position as a reliable supplier in global markets.اضافة اعلان

The announcement came during the inauguration of a workshop titled “Green Hydrogen Certification System in Jordan”, organized by the global company DNV on behalf of the Ministry and the World Bank.

Al-Kharabsheh highlighted that the workshop complements Jordan’s ongoing efforts to attract investment in the green hydrogen industry, in cooperation with the World Bank and international experts. He noted that a recent World Bank-supported study recommended establishing an appropriate legal and regulatory framework to enable investments in this sector, including amending the Electricity Law to allow independent energy transmission and storage, and issuing a Gas Law that explicitly includes hydrogen.

He added that the workshop serves as a platform for dialogue and knowledge exchange and represents a practical step toward creating a national system aligned with international best practices. This will enhance the credibility of Jordanian hydrogen exports and expand their reach in global markets, particularly those with strict environmental standards.

Al-Kharabsheh stressed the government’s full commitment to providing a supportive legislative and regulatory environment, ensuring transparency and good governance, and strengthening cooperation with local and international partners to realize Jordan’s vision of building a sustainable and competitive green hydrogen economy.

Dr. Mohammad Qomah, World Bank Energy Officer in Jordan, praised the strong collaboration with the Ministry of Energy and Mineral Resources in advancing energy transition. He noted that the World Bank provides technical support to Jordan’s energy sector through detailed advisory studies, including the preparation of a legal and regulatory framework for the green hydrogen industry and a certification framework based on international best practices.

Qomah emphasized that a stable legislative framework in Jordan would reduce energy costs, increase investment in the green hydrogen sector, and create more job opportunities—an essential goal of sustainable development under the Economic Modernization Vision.

The workshop also discussed a study prepared by DNV offering guidance and recommendations on establishing a national green hydrogen certification system in Jordan to support sustainable hydrogen production for domestic use and export. The proposed system is based on international best practices while considering Jordan’s legal and regulatory realities.

DNV presented three global models for green hydrogen certification systems—the I-REC system, the Dutch model, and the South Korean model—analyzing their applicability to Jordan and providing preliminary recommendations for developing an integrated national certification system.

The company also demonstrated green hydrogen production via water electrolysis using 100% renewable energy, aligned with the UN Framework Convention on Climate Change. The robust certification of origin system defines production requirements, renewable energy certificate issuance, and emissions tracking mechanisms, ensuring high international value for the final hydrogen product.

The team highlighted Jordan’s steps toward green hydrogen production, including the formation of the National Hydrogen Committee in 2023, signing more than 12 memoranda of understanding with developers, legislative reforms such as the 2025 Electricity Law, the draft Gas Law, and the introduction of incentive packages for electricity generation projects.

The workshop was attended by Ministry Secretary-General Eng. Amani Al-Azzam, members of the National Hydrogen Committee, the technical committee for hydrogen certification, private sector companies, international developers, and donors supporting the industry.
