Russian President Vladimir Putin stated that relations between his country and North Korea have reached an unprecedented level of comprehensive strategic partnership.

The Russian Presidential Executive Office (The Kremlin) announced that Putin extended his congratulations to North Korean Leader Kim Jong Un on Saturday on the occasion of Liberation Day, which commemorates the liberation of Pyongyang from Japanese rule, according to the Russian news agency Sputnik.
The Kremlin published the congratulatory telegram on its official website, which read: "Dear Comrade Kim Jong Un, please accept my heartfelt congratulations on the occasion of the national holiday of the Democratic People's Republic of Korea — Liberation Day."
Putin noted that this holiday symbolizes the courage and valor of Korean patriots and Red Army soldiers who fought side by side to liberate the country from Japanese rule.
He added: "During that difficult era, enduring traditions of military brotherhood and mutual cooperation were forged, serving as a foundation for developing friendly and good-neighborly relations between the Russian Federation and the Democratic People's Republic of Korea."
The Russian President emphasized that his country actively collaborates with North Korea across all fields and coordinates efforts to ensure regional security and stability.
