The Prime Ministry published the progress report on the second executive program for public sector modernization for the first half of 2026, revealing the completion of 92% of the period's targets, with 78 out of 85 planned executive deliverables achieved.

The report noted that the maturity level of digital government services reached 71% during the first half of the year, while the number of digital government services rose to 2,060—representing 85.8% of total digitizable government services. Activated digital IDs reached 2.8 million, while the number of comprehensive government service centers expanded to 16.
The upcoming phase will focus on measuring the impact of public sector modernization projects on service quality for citizens, driving the transition toward a paperless government, and developing measurement indicators to serve as national assessment tools with periodically published results accessible to the public.
Enhancing Services and Improving Citizen Experience
The report highlighted the government's ongoing efforts to enhance user experience and streamline procedures. Users of the vehicle license renewal package exceeded 614,000 beneficiaries after integrating several related services into a single unified stream—including fine settlement, mandatory insurance, and license renewal.
Service improvement efforts also featured evaluation rounds across government entities under the "Mystery Shopper" initiative, resulting in 369 corrective measures. Additionally, the "Voice of the Citizen" platform was developed to gather feedback from various channels to support evidence-based decision-making.
The government continued digitizing services, introducing 104 new digital services in the first half of the year—including 35 municipal services—bringing the total number of digital government services to 2,060.
Jordanian Academy for Public Governance
Regarding public human resources development, the report highlighted the launch of the Jordanian Academy for Public Governance as a national reference point for leadership building and capacity development, serving as the legal successor to the Institute of Public Administration.
Furthermore, the government finalized 12 job competency frameworks for standard roles, developed competency frameworks for integrating artificial intelligence applications into government work, and continued promoting merit- and competency-based hiring.
Merit-based hiring via open competition in the public sector reached 70%, while the occupancy rate for specialized positions rose to 89%, up from 62.9% in 2024.
Toward More Integrated and Efficient Government
Progress also included developing tools to boost government efficiency and foster inter-institutional integration. This encompasses the transition to a paperless government (reaching a 58% index rating), developing a framework linking individual performance to institutional performance, and expanding the use of e-procurement systems—with e-procurement accounting for 56% of total government purchases.
The number of comprehensive government service centers reached 16, while automated financial and administrative systems were activated and trained in 9 municipalities, and the e-procurement system was adopted in 56 municipalities.
Artificial Intelligence and Data Management
Under the smart and innovative government track, work is underway to develop five priority use cases for AI agents across five government entities, ahead of a phased rollout during the second half of the year.
The government also completed data maturity assessments across all ministries under the National Data Program, trained 23 government data teams, and worked on formulating the "Irtikaa" national framework for digital transformation standards.
According to the report, Jordan ranked 49th globally on the Responsible AI Index during the first half of 2026.
Digitization of Legislation
In legislation and compliance, the government completed the unified digital map of legislation, comprehensively indexing and digitizing regulations from official sources into searchable electronic formats, encompassing at least 28,000 laws, bylaws, and administrative decisions.
Additionally, 93% of policies and legislation underwent regulatory impact assessments, advancing evidence-based and data-driven policy design.
78 Out of 85 Deliverables Achieved
The report outlined that the second executive program for public sector modernization (2026–2029) rests on four strategic pillars: "Citizen-Centric Government," "Agile and Future-Ready Government," "Integrated and Efficient Government," and "Smart and Innovative Government."
For 2026, the program encompasses 185 detailed deliverables—78 of which have been completed, 55 are in progress, 49 have not yet started, and 3 are delayed.
The program also features 111 projects scheduled for 2026; execution has commenced on 84 of them, including 71 ongoing projects and 13 yet to begin.
Focusing on Impact in the Second Half
During the second half of the year, the program will focus on maximizing the impact of developed projects on service quality, completing the digitization and re-engineering of priority services, launching the "Voice of the Citizen" system nationwide, advancing paperless government efforts, expanding the competency framework, and launching the first phase of AI agents in targeted government entities.
The report emphasized that the next phase marks a transition from building national enablers to maximizing their impact—measuring modernization progress not merely by the volume of projects completed, but by their ability to drive sustainable institutional transformation that elevates government efficiency, improves service quality, and enhances the citizen experience.
