Minister of Planning and International Cooperation Zeina Toukan signed two grant agreements with the German Development Bank (KfW) worth a total of €30 million, aimed at strengthening education and vocational and technical training in the Kingdom.

Representing the German side was Dr. Matthias Schmidt-Rosen, Director of KfW’s Jordan Office, in the presence of H.E. Dr. Bertram von Moltke, Ambassador of the Federal Republic of Germany to Jordan; Dr. Tammam Mango, CEO of the Crown Prince Foundation; Prof. Ismail Al-Hinti, President of Al-Hussein Technical University; and Eng. Ammar Al-Gharaibeh, CEO of the Advanced Vocational Training College.
The first agreement includes a €20 million grant, constituting the third phase of the German government’s contribution to supporting the Advanced Vocational Training College project—one of the Crown Prince Foundation’s programs implemented by Al-Hussein Technical University. This project seeks to develop the vocational and technical education and training sector and align it with labor market needs by expanding a network of training centers across various regions of the Kingdom and establishing a new main campus in Amman equipped with advanced laboratories and facilities. The campus is intended to serve as a leading regional hub for vocational and technical education. The project also includes developing practical training programs in more than 14 professional specialties to enhance employment and entrepreneurship opportunities and equip youth with hands-on skills needed in the labor market.
This agreement was also signed on the Jordanian side by Dr. Tammam Mango and Prof. Ismail Al-Hinti.
The second agreement is a supplementary grant for the second phase of the multi-year program supporting the Ministry of Education in accelerating the enrollment of Syrian refugee children into formal education in Jordan, valued at €10 million.
Minister Toukan praised the strategic partnership between Jordan and Germany and the continued support provided by the German government. She emphasized that education, training, and employment are key priorities within the Economic Modernization Vision and its executive program, noting that the project to enhance vocational and technical education and training serves as a central platform linking training to labor market needs.
For his part, the German ambassador stated: “Education opens doors, and skills shape the future. Today, we strengthen both. These agreements reflect the depth of the Jordanian–German partnership and our shared commitment to ensuring quality education for children and creating job opportunities for teachers in Jordan, in addition to developing a modern system of vocational and technical education and training that prepares youth for real opportunities in a dynamic economy. The model of the vocational and technical education enhancement project embodies our belief that skilled young people are at the heart of Jordan’s Economic Modernization Vision. Education and skills are pillars of resilience—and through this cooperation, we stand with Jordan in expanding opportunities, supporting stability, and investing in a future that leaves no one behind.”
