Iran has informed the United States of seven conditions for launching negotiations, as Israel steps up its rhetoric toward Tehran amid overlapping military and diplomatic options over the future of the confrontation and Iran’s nuclear program.
Mohsen Rezaei, secretary of Iran’s Supreme National Security Council, said in a post on X that Tehran’s message to Washington was “clear and unambiguous.”
He stressed that the United States had no option but to accept Iran’s rights and conditions if it wanted to overcome the impasse it had created and avoid becoming further entangled in it.
According to Rezaei, Iran’s conditions include ending the war on all fronts, releasing frozen Iranian funds, and lifting the naval blockade as part of efforts to reach a settlement.
On the diplomatic front, Tehran is continuing contacts with Qatari mediators, who have conveyed Iran’s conditions to Washington with the aim of ending the war. Tehran is awaiting a response from U.S. President Donald Trump.
Alongside the negotiating track, Rezaei revealed that Iran had recently tested an anti-ship missile near a U.S. aircraft carrier. He said Tehran had decided to change its strategy toward Washington following the U.S. withdrawal from the memorandum of understanding.
He also said Tehran was prepared to confront U.S. airstrikes, citing its knowledge of vulnerabilities within the U.S. military.
On the nuclear issue, Rezaei stressed that Iran “remains committed to the fatwa of the late Supreme Leader and has not changed its nuclear doctrine.” He added, however, that “we do not know what may happen in the future.”
According to Rezaei, Tehran has not yet decided to withdraw from the Nuclear Non-Proliferation Treaty, while any such move would depend on Washington’s conduct.
Meanwhile, Israel’s ambassador to the United Nations called in media remarks for confronting Iran and what he described as its ambitions and aggressive conduct.
He said Iran “has not learned the lessons of the war and believes it won despite losing it,” warning that Israel “will not stand idly by if Tehran continues to develop its capabilities.”
The ambassador said Israel possesses strong intelligence capabilities, noting that Iran understands it is being closely monitored by Israel and that Israel is capable of targeting its leadership and sites.
He said Israel would force Iran—through negotiations, economic pressure or military means—to abandon ambitions that threaten the region and the wider world.
Regarding Houthi attacks on Saudi Arabia, Rezaei expressed Tehran’s desire for the war between Saudi Arabia and Yemen to end. He also said he believed Yemenis wanted to reach a settlement with Saudi Arabia as well.
