During his visit, accompanied by the Ministers of Interior and Digital Economy & Entrepreneurship, the Prime Minister emphasized the importance of expanding the digital transformation of services, simplifying access for citizens, and removing any obstacles—especially the continued requirement by some entities for certified documents. He stressed that electronic documents issued via the “Sanad” app should replace traditional certified certificates.

He highlighted the need to accelerate linking the Civil Status Department’s data with other government entities, particularly Sharia courts, as this integration significantly facilitates services for citizens.

The Prime Minister also underscored the importance of improving the department’s facilities and infrastructure, especially in governorates, and expanding service provision through comprehensive government service centers. He emphasized that citizen satisfaction is the primary benchmark for service evaluation.

He stressed the significance of the National Document Archiving Project, noting the importance of continuing the historical archiving of all documents issued by the department since its establishment, which now totals 83 million records. He called for extending this experience to other government departments holding critical paper documents.

Prime Minister Hassan reviewed the recently launched electronic passport service via the “Sanad” app and stressed the importance of extending the e-passport model to other documents, such as civil ID cards, to simplify procedures and reduce costs and effort for citizens. He also called for studying the possibility of increasing passport validity periods.

During the briefing, Civil Status and Passports Director General, Ghaith Al-Tayeb, highlighted the department’s digital achievements, including the launch of the electronic passport, which represents a significant leap in modernizing government services according to the highest technical and security standards, with fees remaining at 50 Jordanian Dinars.

Al-Tayeb explained that the department has established a secure and reliable national database for civil records based on the national ID, supporting the “Sanad” app. The department now offers 25 electronic services and 6 digital services out of 58 total services. The app allows citizens, domestically and abroad, to issue vital certificates anytime, even outside official working hours or on holidays. Since making the issuance of vital certificates mandatory through the app in May, the percentage of electronic transactions rose from 3.8% to 26% within four months.

Other transactions, including passport renewal and family book issuance, will be fully digitized before the end of this year, easing service access for citizens.

The department is also working on activating digital ID for citizens, implementing e-payment systems at all offices, replacing paper forms with electronic ones, and linking 45 Jordanian embassies and missions abroad with the Civil Status Department’s database. Services are being expanded through comprehensive government service centers, which have processed over 378,000 transactions and operate until midnight.

Finally, Al-Tayeb confirmed that the department continues the historical archiving project of all issued documents, currently totaling 83 million, while developing infrastructure and consolidating offices with low citizen turnout, all aligned with ongoing digital transformation and expansion of e-services through government service centers.
