The amended draft law, which affects several articles of the law, aims to safeguard social peace and security, reinforce the rule of law, and achieve deterrence through imposing strict penalties on crimes that threaten social safety.

The draft amendment gives courts leeway to impose alternative penalties on crimes that infringe on freedoms, and imposes special penalties on cases of fraud related to government contracts.

The draft also criminalizes vagrancy (begging) and intensifies penalties on those who commit such acts, in addition to criminalizing acts that intimidate or threaten people through the show of force.
