The Education and Human Resources Development Council, during its first meeting on Sunday chaired by Minister of Education and Human Resources Development Azmi Mahafzah, decided to recommend that the Cabinet appoint the chairpersons and members of the boards of trustees of public universities.

The council also approved the appointment of chairpersons and members of the boards of trustees of private universities and private university colleges, in accordance with the provisions of the applicable Jordanian Universities Law.
At the beginning of the meeting, Mahafzah welcomed attendees and outlined the Cabinet’s decision establishing the council.
The council’s membership includes Labor Minister Nidal Al-Qatamin; Minister of Awqaf, Islamic Affairs and Holy Sites Mohammad Al-Khalayleh; Minister of Digital Economy and Entrepreneurship Sami Smeirat; Higher Council for Curriculum Development and Evaluation Chairman Mohieddin Touq; Accreditation and Quality Assurance Commission Chairman Dhafer Al-Sarayrah; Ministry of Education and Human Resources Development Secretary General for Schools Affairs Nawaf Al-Ajarmeh; Secretary General for Education Affairs Sahar Shakhashrah; Secretary General of the Higher Council for the Rights of Persons with Disabilities Muhannad Al-Azza; Secretary General of the Higher Council for Science and Technology Mashhour Al-Rifai; Director of Military Education and Culture Brigadier General Saleh Al-Khalayleh; and Jordan Chamber of Industry Chairman Fathi Al-Jaghbir.
The council also includes five experts and specialists: Salah Al-Mawajdeh, Shtaiwi Al-Abdallah, Anis Al-Mansour, Arouba Al-Mousa and Diana Qamouh.
Mahafzah presented the council’s key responsibilities outlined in Article 10 of the Education and Human Resources Development Law No. 13 of 2026, emphasizing its role in setting general policies for the sector by approving strategies and plans for its development and the programs required to implement them.
During the meeting, Minister of Awqaf Mohammad Al-Khalayleh was appointed deputy chairman of the council. Permanent committees were also established in accordance with paragraphs (b) and (f) of Article 9 of the same law.
