The Council of Ministers, in its session held today, Wednesday, and chaired by Prime Minister Dr. Jaafar Hassan, discussed mechanisms for sustaining the work of municipalities in the Kingdom and ensuring their effective performance in a way that citizens can tangibly experience.

This comes in light of the decision made last Sunday to dissolve municipal and governorate councils, as part of the preparations to update the legislation governing local administration. This step is a continuation of the political modernization process, which primarily includes reforming the municipal and local governance systems across the Kingdom.
The Council listened to a briefing by the Minister of Local Administration, Engineer Walid Al-Masri, regarding the work of the temporary committees that were formed, their assigned tasks, and the mechanisms for monitoring and evaluating their performance in the coming period.
In this regard, the Council emphasized the importance of these temporary committees performing their roles to the fullest extent, in coordination and cooperation with all relevant entities. The goal is to improve municipal services provided to citizens, enhance municipal governance, develop infrastructure, continue the digitization of services, and complete citizen-serving projects in accordance with the plans prepared for this purpose.
The Council also stressed the importance of continuous monitoring and evaluation of the committees’ work and the efficiency and quality of the services they provide, ensuring they are delivered fairly and to high standards.
Furthermore, the Council discussed the upcoming steps to sustain dialogue around developing the legislation governing local administration. This is part of the government’s efforts to modernize these laws and enhance municipal governance, in fulfillment of its commitments stated in the ministerial statement.
Prime Minister Dr. Jaafar Hassan instructed that national dialogues on the desired legislative development should intensify, with the involvement of relevant stakeholders, to help produce legislation that enhances the quality and performance of municipalities and governorate councils, and elevates them to the desired level.
It is worth noting that discussions on developing the legislation governing local administration began in early June, through a series of meetings to review the recommendations of the Royal Committee for Modernizing the Political System concerning local governance. These meetings and dialogues are expected to continue in the upcoming period.
