The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China concluded in Beijing, the Chinese capital, after convening from October 20-23, 2025. The session saw broad participation from both core and alternate members of the committee. This session marked a pivotal moment in China's political and economic trajectory, as it defined the features of the next stage of national development and laid the general framework for the 15th Five-Year Plan (2026-2030), which represents an extension of President Xi Jinping's grand vision for achieving modern socialist rejuvenation.اضافة اعلان

The session discussed national performance reports during the implementation of the 14th Five-Year Plan and commended the achievements in scientific innovation, economic development, and improving citizens' livelihoods, despite the internal and external challenges the country faced. At the same time, the committee acknowledged that the international environment is undergoing profound changes and facing increasing risks, necessitating enhanced national preparedness and the integration of development and security to ensure the stability of China's modernization in the coming decades.

A key outcome of the session was the adoption of the "Recommendations for the Preparation of the 15th Five-Year Plan for Economic and Social Development." This comprehensive document, comprising 15 sections and 61 articles, outlines the basic directions for development over the next five years. It emphasizes the need to prioritize the quality of growth over its quantity, strengthen self-reliance in advanced technology and industry, and promote digital transformation and scientific innovation as the main drivers of the Chinese economy. The document also places great importance on environmental protection and achieving sustainable green development, in line with China's commitment to reducing carbon emissions and achieving carbon neutrality by 2060.

The session stressed the principle of "putting people first" in all policies and called for expanding the umbrella of shared prosperity and narrowing the gap between regions and social classes, thereby promoting social justice and ensuring balanced development. It also emphasized the need to deepen economic and administrative reforms and strengthen the market's role in resource allocation, while maintaining the state's guiding role in safeguarding strategic interests.

On the domestic front, the session approved several changes to leadership positions within the Central Committee, a move aimed at strengthening party discipline and continuing the anti-corruption campaign that has been a hallmark of Xi Jinping's era. The leadership emphasized the importance of unity within the Party and rallying around the Central Committee as the political heart guiding the country toward its grand objectives.

On the international front, the session reaffirmed China's fundamental policies of independence, peace, and common development, and called for building a community with a shared future for mankind. It also stressed the continuation of high-level economic opening-up and the expansion of international cooperation within the framework of the Belt and Road Initiative and the Global Development and Security Initiative.

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China was a strategically significant event, laying the intellectual, political, and economic foundations for the next stage and solidifying China's orientation toward qualitative development and innovation, within a comprehensive vision to build a modern, strong, and prosperous socialist country by 2035.
