Details of the Proposal
According to a report by Politico, Ukraine is seeking to directly involve Europe in de-escalation efforts with Russia through a limited proposal. This proposal calls for a mutual cessation of attacks on airports, aimed at breaking the current deadlock surrounding stalled peace negotiations between Moscow and Kyiv.

Minister Sybiha stated: "Perhaps we need a European role in peace efforts... maybe we try to reach what is called an airport ceasefire," referring to an agreement that would prevent both parties from targeting civil and military aviation infrastructure.

Strategic Context
The proposal comes amid a surge in long-range Ukrainian strikes deep inside Russian territory in recent months. These attacks have reached major hubs, including Sheremetyevo Airport in Moscow and Pulkovo Airport in St. Petersburg.

Kyiv believes these strikes may pressure Russian President Vladimir Putin to show greater flexibility toward a limited agreement, especially as the attacks increasingly impact air traffic and critical infrastructure within Russia.

Continued Escalation
Meanwhile, Russia continues to carry out intensive air and missile strikes against Ukrainian facilities, including airports, military depots, and energy networks, as part of the ongoing war that began in February 2022.
