Kirill Dmitriev, Russian President Vladimir Putin’s special envoy for investment and economic cooperation, said Friday that the United States’ proposal to end the war in Ukraine is intended to prevent further Ukrainian casualties and territorial losses.

Multiple media outlets reported that the plan, aimed at ending the four-year-long conflict, was the result of backchannel negotiations between Dmitriev and Steve Witkoff, the special envoy of U.S. President Donald Trump.
Writing in English on X, Dmitriev stated:
“Because of war advocates’ propaganda, many people miss that Trump’s peace plan is designed to save Ukraine from losing more territory and lives.”
He added: “Watch closely those attacking the peace plan and how they benefit from an endless war.”
Dmitriev, who heads Russia’s sovereign wealth fund, has made several visits to the United States to strengthen ties with officials in the Trump administration.
The plan, which was submitted to Ukrainian President Volodymyr Zelensky on Thursday, reportedly includes major concessions from Ukraine, such as giving up large areas of territory and reducing the size of its military.
Zelensky said Friday that the plan puts Ukraine at risk of losing its dignity, freedom, or Washington’s support.
Ukrainian Foreign Minister Andriy Sybiha said on X that he held “an important and timely conference call” with diplomats, including his counterparts from France, the United Kingdom, Poland, and Finland.
“I briefed them on the results of President Zelensky’s recent communications, and we outlined next steps,” he wrote. “We discussed in detail the elements of the U.S. peace proposals and our joint efforts to pave a workable path toward a just peace.”
