Syrian President Ahmad Al-Sharaa signed a new agreement on Sunday with the Syrian Democratic Forces (SDF).
According to the agreement published by the Syrian Arab News Agency (SANA), it stipulates a comprehensive and immediate ceasefire on all fronts and contact lines between Syrian government forces and the SDF, in parallel with the withdrawal of all SDF-affiliated military formations to the area east of the Euphrates as a preliminary step toward redeployment.
The agreement also provides for the immediate administrative and military handover of the governorates of Deir ez-Zor and Raqqa fully to the Syrian government. This includes the transfer of all civilian institutions and facilities, alongside the issuance of immediate decisions to confirm the employment of current staff within the relevant Syrian state ministries, and a government commitment not to take action against SDF personnel, fighters, or the civil administration in the two governorates.
All civilian institutions in Hasakah Governorate will be integrated into Syrian state institutions and their administrative structures.
The Syrian government will assume control over all border crossings and oil and gas fields in the region, with regular forces securing them to ensure the return of resources to the Syrian state.
All SDF military and security personnel will be integrated individually into the structures of the Syrian Ministries of Defense and Interior following the necessary security vetting. They will be granted military ranks and financial and logistical entitlements in accordance with regulations, while preserving the privacy of Kurdish areas.
The SDF leadership commits not to incorporate remnants of Bashar al-Assad’s former regime into its ranks and to submit lists of officers present in northeastern Syria.
A presidential decree will be issued appointing a nominee to serve as governor of Hasakah, as a guarantee of political participation and local representation.
The city of Ain al-Arab (Kobani) will be cleared of heavy military presence, a local security force will be formed from the city’s residents, and a local police force will remain in place under the administrative authority of the Syrian Ministry of Interior.
The administration responsible for the files of ISIS prisoners and camps, as well as the forces tasked with securing these facilities, will be merged with the Syrian government, which will assume full legal and security responsibility for them.
A list of leadership candidates submitted by the SDF leadership will be adopted to fill senior military, security, and civilian positions within the central state structure to ensure national partnership.
The agreement welcomes Presidential Decree No. 13 of 2026, which recognizes Kurdish cultural and linguistic rights and addresses civil and legal issues related to undocumented persons, as well as the restoration of accumulated property rights from previous decades.
The SDF commits to expelling all non-Syrian leaders and members of the Kurdistan Workers’ Party (PKK) outside the borders of the Syrian Arab Republic to ensure sovereignty and regional stability.
The Syrian state commits to continuing the fight against ISIS as an active member of the International Coalition, with joint coordination with the United States in this regard to ensure regional security and stability.
The two sides will also work toward reaching understandings to ensure the safe and dignified return of residents of Afrin and Sheikh Maqsoud to their areas.
