Toukan emphasized the importance Jordan attaches to its relationship with the European Union, describing it as one of the Kingdom’s key development partners and highlighting its role in supporting Jordan’s developmental and reform priorities. She noted that this comes within the framework of the strategic and comprehensive partnership announced in January 2025, which sets out cooperation priorities across many areas of mutual interest, aligned with Jordan’s economic, political, and administrative modernization tracks. She also expressed the government’s gratitude to the EU for the assistance it provides in support of national priorities.

The Minister outlined the reforms Jordan is implementing under its Public Sector Modernization Roadmap, including programs for preparing government leaders at various levels. She underscored the importance of developing cooperation with the College of Europe in this context, given its leading role in European studies. Through this partnership, an advanced EU-funded training program will be launched to build the technical capacities of diplomats and public sector employees working in foreign affairs, European affairs, and international cooperation. The program will be delivered in three consecutive cycles in both Amman and Belgium (where the College is headquartered), with the first phase scheduled to begin in October 2025.

For her part, Mogherini praised Jordan’s stability and its pivotal role as a key EU partner. She highlighted the importance of strong institutions in enhancing national resilience, stressed the value of continued investment in technical and institutional capacity-building, and pointed to the potential for Jordan to share its expertise with neighboring countries. She also expressed her eagerness to welcome the first group of trainees into the program and noted the College’s readiness to open opportunities for Jordanians to benefit from its postgraduate programs in the future.
