The Department of Statistics (DoS) has released its monthly report on urban activity and building permits in the Kingdom. The total licensed building area during the first ten months of 2025 reached 8.2 million m², compared to 7.3 million m² in the same period of 2024, marking an increase of 12.3%.

The total number of building permits issued in the Kingdom reached 20,750 permits during the first ten months of 2025, compared to 19,629 permits in the same period of 2024, reflecting a growth rate of 5.7%.
On a monthly level, licensed areas increased from 740,000 m² in September 2025 to 1,018,000 m² in October 2025, representing a monthly growth of 37.6%.
Regarding the purpose of the licenses, DoS survey data indicated that licensed areas for residential purposes reached 6.33 million m², compared to 5.82 million m² in the same period of 2024, an increase of 8.8%. Licensed areas for non-residential purposes reached about 1.87 million m², compared to approximately 1.43 million m² in the same period of 2024, a growth of 30.8%.
Residential licensed areas accounted for 77% of the total licensed building area, while non-residential areas represented 23%.
Regionally, the Central region accounted for 72% of the total licensed building area, an increase of 6.8%, while the Northern region accounted for 20%, down 12.3%, and the Southern region accounted for 8%, down 18.4% compared to the same period in 2024.
In terms of per capita distribution of licensed residential areas by governorate, the Capital Governorate recorded the highest share at 13.3%, with 0.726 m² per person, while Zarqa Governorate recorded the lowest share at 4.7%, with 0.256 m² per person during the first ten months of 2025.
New buildings and additions to existing buildings accounted for 65.9% of the total licensed building area, while existing buildings represented 34.1%. The total licensed area for new buildings and additions reached approximately 5.4 million m², compared to 4.6 million m² during the same period in 2024, an increase of 17.4%.
Through its monthly building permit census, the Department of Statistics provides data on the number of permits, licensed building areas, and building usage types by governorate. This information aids planners, policymakers, and decision-makers by offering indicators of urban activity, a key part of the construction sector. Government spending on buildings, roads, infrastructure, and other projects constitutes the complementary part of this sector and is covered through other surveys, except for government projects licensed through licensing authorities, which are included in this census.
Building permit indicators reflect actual urban activity, as obtaining a permit generally signifies the start of construction. In contrast, design contracts and engineering plans represent future urban activity and a licensing stage that may not always be completed.
