Amman – The total area of licensed buildings in the Kingdom increased by 13% during the first nine months of the current year compared with the same period last year.

According to the monthly report on construction activity and building permits issued by the Department of Statistics, the total licensed building area from the beginning of this year until the end of September reached 7.18 million square meters, compared with 6.36 million square meters during the same period of 2024.

The total number of building permits issued in the Kingdom during the first nine months of this year reached 18,248, compared with 17,207 permits during the same period last year—an increase of 6%.

Regarding the purpose of licensing, the survey showed that licensed residential building areas reached 5.6 million square meters during the same period, up from 5.1 million square meters last year, an increase of 10%.

Licensed non-residential building areas amounted to 1.60 million square meters, compared with 1.26 million square meters last year—an increase of 27%.

Based on these figures, residential purposes accounted for 77.7% of all licensed building areas, and non-residential purposes accounted for 22.3%.

At the regional level, the Central Region accounted for 71% of total licensed building areas during the period, followed by the Northern Region, then the Southern Region.

In terms of per-capita distribution of licensed residential areas by governorate, the capital Amman recorded the highest share at 13%, with 0.631 square meters per person. Mafraq recorded the lowest per-capita share at 4.6%, amounting to 0.225 square meters per person during the same period.

Licensed areas for new buildings and additions to existing buildings accounted for 66.2% of the total licensed building areas, while licensed areas for existing buildings accounted for 33.8%.

The survey indicated that the total licensed area for new buildings and additions reached about 4.75 million square meters, compared with 4.05 million square meters last year—an increase of 17.3%.

Through its monthly building permit census, the Department of Statistics provides data on the number of permits, licensed building areas, and types of building uses by governorate. This aims to support planners, policymakers, and decision-makers with indicators related to a vital part of the construction sector: building activity.

Government spending on buildings, roads, and infrastructure represents another important component of this sector and is covered through other surveys—except for government projects that require licensing from relevant authorities, which are included in this census.

Building permit indicators reflect the actual state of construction activity, as a permit generally indicates the start of real construction. In contrast, design contracts and engineering plans represent future intentions and a stage that may or may not be completed.
