The House of Representatives is holding a legislative session on Wednesday to discuss the draft Social Security Amendment Law of 2026. This follows the Cabinet's approval of the "Statement of Legislative Justification" for the draft law on Tuesday, February 24, 2026.اضافة اعلان

Objectives of the Draft Law
The draft law aims to:

Strengthen and expand the social protection system to include new categories.

Balance the rights of the insured with the long-term sustainability of the insurance system.

Enhance the independence of the Social Security Corporation (SSC) and its decision-making governance.

The SSC will be restructured to mirror the model of the Central Bank. This includes appointing a "Governor" for the corporation via a Cabinet decision coupled with a Royal Decree, with clearly defined powers. Notably, this means the corporation’s board will no longer be chaired by a government minister.

Retirement Conditions and Sustainability
The amendment reorganizes retirement conditions, establishing mandatory retirement as the standard and early retirement as the exception.

Prime Minister Jafar Hassan stated that the government modified the draft so that it will not affect anyone entitled to early, mandatory, or optional retirement over the next four years. He clarified the timeline for implementation as follows:

Mandatory Retirement: Gradual implementation will begin in 2030, spanning ten years until 2040. This means full implementation will only occur 14 years after the law takes effect.

Early and Optional Retirement: Implementation will also begin gradually in 2030, extending until 2047 for males (21 years from now) and 2041 for females (15 years from now).

Hassan also revealed that the amendments maintain the five-year gap (60 contributions) between men and women for both early and mandatory retirement.

Actuarial Study
In conjunction with these discussions, the Social Security Corporation published the results of its 11th Actuarial Study on its website. This study is conducted every three years in accordance with Article (18) of the Social Security Law.
