The new law introduces substantive changes to the provisions governing national service, adding new clauses that set updated conditions and criteria for requesting deferment or exemption, as well as regulations pertaining to residency abroad for those subject to service.

The rationale behind the amendments is to regulate provisions related to emerging legal requirements, to activate and implement the national service program, outline acceptable cases for deferment, and enable the Jordan Armed Forces – Arab Army to provide training programs at its centers and institutes. These programs may be counted toward university academic requirements for conscripted students, in accordance with instructions to be issued by the Council of Ministers. They may also be counted as part of the requirements and duties of national service, in addition to abolishing provisions that previously granted priority in hiring—whether in government ministries, departments, institutions, or private companies—to individuals who completed national service.

The amended law stipulates that “the General Command shall include lectures and training programs it deems appropriate within the national service program and its duties for conscripts, held in the centers and institutes of the Armed Forces, in coordination with the Ministry of Higher Education and Scientific Research, for the purpose of counting them toward the study requirements of university, institute, and community college students.”

The amended law also confirms that a conscripted student accepted into public or private universities will retain their seat should they be called up for national service.

Prime Minister Jaafar Hassan previously confirmed that implementation of the national service program announced by His Royal Highness the Crown Prince will begin at the start of February next year.

Last August, the government announced the reactivation of national service, following direct directives from His Majesty King Abdullah II and His Royal Highness Crown Prince Al Hussein bin Abdullah II, with follow-up by Prime Minister Jaafar Hassan.
