AMMAN – Prime Minister Jafar Hassan reviewed the Greater Amman Municipality’s (GAM) plans for digital transformation and the development of electronic services during a meeting with the Chairman of the GAM Committee, Yousef Al-Shawarbeh, on Wednesday.اضافة اعلان

Hassan emphasized the urgency of implementing the updated electronic service system to improve service delivery and ensure a swift response to citizens' feedback.

Administrative and Human Resources Reform
Al-Shawarbeh presented GAM’s administrative modernization plans, which aim to enhance departmental efficiency and develop leadership competencies. Key highlights included:

HR Development System: Now 78% complete, this system simplifies employee services and provides a framework for evaluating the performance of administrative and technical teams.

Future Leaders Program: An initiative designed to build the capacities of staff members, qualifying them for senior executive and leadership roles within the municipality.

Financial Restructuring via Islamic Sukuk
The meeting also covered GAM’s executive plan for issuing Islamic Sukuk (Islamic bonds). A specialized committee—comprising the Ministry of Finance, the Central Bank of Jordan, and GAM—has been formed by Cabinet decree to oversee the subscription process.

Al-Shawarbeh announced that the first tranche of Sukuk, valued at JD 400 million, is expected to be issued by the end of June. The committee is currently preparing for the second and third tranches. This financial strategy aims to:

Restructure existing debts and reduce borrowing costs.

Convert liabilities into long-term investment opportunities.

Enhance funding for service-oriented and productive projects.

The meeting was attended by the Minister of State for Economic Affairs Muhannad Shehadeh, Minister of Digital Economy and Entrepreneurship Sami Smeirat, and Central Bank Governor Adel Al-Sharkas.
