Since its formation by royal directive in November of last year, the committee’s work has focused on three main pillars: improving litigation procedures, enhancing judicial administration, and reviewing the structural and technological infrastructure.

An infographic published by the Jordan News Agency (Petra) on its website and social media platforms highlights the committee’s key activities and recommendations.

The committee relied on four previously completed national references: the Royal Committee Report of 2017, the Public Sector Modernization Roadmap, the Economic Modernization Vision, and the sectoral strategic plans for 2017 and 2022.

Its work was guided by five core principles: strengthening institutional administration, improving the working environment for judges, facilitating access to justice, modernizing the criminal justice system to enhance fair trial guarantees, and expanding the establishment of specialized judicial chambers across all levels of litigation.

The committee proposed amendments to six laws related to the judiciary and court procedures, and recommended reviewing and amending the system of expert testimony before regular courts, as well as the regulation governing the use of electronic means in civil judicial procedures.

It also worked on expanding the jurisdiction of the economic chamber to include investment disputes at all levels of litigation, and enhancing the efficiency of judges working within it, aiming to create a judicial environment attractive to both domestic and foreign investment.

Furthermore, the committee reviewed legislation and recommended amendments to more than 200 legal articles, with the goal of achieving a qualitative leap in judicial work, ensuring swift justice, advancing criminal justice, enhancing societal security, fostering an investment-friendly environment, and strengthening confidence in the judicial system. This includes activating the role of technical offices in courts, improving staff performance, developing the expert system, implementing an electronic selection system for experts, and reconsidering the jurisdictions of magistrate courts and courts of first instance, in addition to expanding the role of the economic chamber.

The recommendations also include unifying procedures before first-instance courts, simplifying litigation processes, enhancing the use of technology, developing the management of civil cases, expanding its functions and jurisdiction within the broader executive program, and increasing the number of specialized judicial chambers.

Finally, the committee proposed establishing an executive program that includes the preparation of implementation plans tied to a timeline, with an expected maximum completion by the third quarter of 2027, along with continuous monitoring and development of these plans as needed.
