Kim gave these instructions during a meeting held with army commanders. A photograph released by the North's official Korean Central News Agency (KCNA) showed the North Korean leader presiding over the meeting, which included officers in military uniform.

The North Korean leader told military officials that a "significant change" would be implemented in an effort to prevent war, according to a KCNA report. He added that commanding officers must elevate their perspective regarding the "sworn enemy," in a clear reference to South Korea.

The report stated that Kim "laid out plans to reinforce the first-line units and other major units from military and technical aspects, as part of an important decision to prevent the outbreak of war more comprehensively."

These plans, which experts noted appear to be informed by the developments of Russia's war with Ukraine, come at a time when relations with South Korea have deteriorated, amidst Pyongyang's lack of response to Seoul's repeated offers for dialogue.
