HRANA added that it is still investigating 17,091 potential killings during the protests and reported at least 41,283 arrests.

In the first official toll, Iranian authorities announced last week that 3,117 people had died in the protests.

Internet monitoring organization NetBlocks noted that the ongoing service outages in Iran make it difficult to verify “the scale of the deadly crackdown against civilians.” It added that restrictions are being tightened on the network to prevent circumvention, while government accounts promote the regime’s narrative.

Hussein Rafieian, a senior official in Iran’s digital economy sector, told the Mehr News Agency on Monday: “We hope that companies will be reconnected to the international internet within the next day or two.”

Over the past weekend, Persian-language channel Iran International, operating outside Iran, reported that more than 36,500 Iranians were killed by security forces between 8 and 9 January, based on documents, reports, and sources in contact with the channel; this figure could not be independently verified.
