Palestinian President Mahmoud Abbas called for the adoption of an Arab plan that includes respecting the status of holy sites in Jerusalem under the Hashemite Custodianship. His remarks came during his speech at the Arab Summit held in Baghdad.

President Abbas renewed his call for an Arab initiative to end the war and achieve peace. The plan includes a permanent ceasefire, the release of all detainees and prisoners, the unimpeded flow of humanitarian aid, and the complete withdrawal of the occupation from the Gaza Strip.
He stated that the plan also entails enabling the State of Palestine to assume its civil and security responsibilities in Gaza, the relinquishment of control by Hamas, and the handover of weapons by Hamas and all factions to the legitimate Palestinian Authority. Additionally, it calls for restructuring Palestinian security forces in Gaza on professional grounds with Arab and international assistance.
Abbas also called for an international conference in Cairo to fund and implement the Gaza reconstruction plan, establish a comprehensive truce, halt unilateral Israeli actions that violate international law, and launch a political process with a defined timeline to implement the two-state solution. This would entail the establishment of the State of Palestine on Palestinian land and international recognition of the state in accordance with UN resolutions and the Arab Peace Initiative.
He reaffirmed his readiness to hold presidential and legislative elections next year, as previously conducted, once the appropriate conditions are in place in Gaza, the West Bank, and Jerusalem. He emphasized his commitment to reforming state and PLO institutions and continuing efforts to unify the Palestinian ranks based on recognition of the Palestine Liberation Organization as the sole legitimate representative of the Palestinian people, in line with its political program, international legitimacy, the principle of one authority, one law, and one legitimate weapon.
