The extraordinary Arab-Islamic Summit, convened in response to Israel targeting residential premises in the Qatari capital Doha last week, concluded today, Monday.اضافة اعلان

The final statement of the leaders of the Arab League member states and the Organization of Islamic Cooperation (OIC) reads as follows:

We, the leaders of the Arab League member states and the Organization of Islamic Cooperation, gathered on Monday, 22 Rabi’ al-Awwal 1447 AH, corresponding to 15 September 2025, in Doha, the capital of the State of Qatar, in response to a gracious invitation from His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, and under his chairmanship, to discuss the Israeli aggression against the State of Qatar, and to express our unified position in condemning it and our full solidarity with our brotherly State of Qatar.

We express our profound gratitude and deep appreciation to His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, for the generous hosting, and to the brotherly State of Qatar for the excellent organization.

Guided by the principles of the charters of the Arab League and the Organization of Islamic Cooperation, and recalling the fundamental principles of the United Nations Charter, particularly Article 2(4), which prohibits the threat or use of force against the territorial integrity or political independence of any state,

And recalling all relevant decisions issued by the Organization of Islamic Cooperation and the Arab League over past decades, which reject aggression against member states and commit to Arab-Islamic solidarity and the security of Arab and Islamic countries in the face of external threats, including those relating to the Palestinian issue.

We reaffirm our firm commitment to the sovereignty, independence, and security of all member states of the Arab League and the Organization of Islamic Cooperation, recalling our collective duty to respond to this aggression in defense of our common security. We categorically reject any violation of the security of any of our countries and strongly condemn any attack targeting them, affirming our absolute and steadfast solidarity in confronting anything that threatens their security and stability.

Referring to the emergency meeting of the United Nations Security Council on 11 September 2025, which witnessed a consensus condemning the Israeli attack as a breach of international peace and security, we welcome the press statement issued by the Council, which condemned the attack and expressed solidarity with the State of Qatar and support for the vital role that Qatar continues to play in regional mediation efforts, alongside Egypt and the United States, emphasizing respect for the sovereignty of the State of Qatar and the integrity of its territory in line with the principles of the UN Charter.

We affirm that the lack of international accountability and the silence of the international community regarding repeated Israeli violations have encouraged Israel to persist in its attacks and blatant violations of international law and resolutions of legitimacy, thereby perpetuating a policy of impunity, weakening the international justice system, and threatening to dismantle the rules-based global order, posing a direct threat to regional and international peace and security.

We reiterate our absolute support for our brotherly State of Qatar, its security, stability, sovereignty, and the safety of its citizens, standing united with it in the face of this aggression, which we consider a blatant violation of its sovereignty, a flagrant breach of international law, and a serious threat to regional and international peace and security.

Decisions:

Reaffirm that the brutal Israeli aggression against the brotherly State of Qatar, and the continuation of Israeli aggressive practices, including acts of genocide, ethnic cleansing, starvation and siege, settlement and expansionist political activities, undermine the prospects for peace and peaceful coexistence in the region and threaten all achievements toward establishing normal relations with Israel, including existing and future agreements.

Strongly condemn the cowardly and illegal attack carried out by Israel on 9 September 2025 against a residential area in the Qatari capital Doha, which included premises designated by the state to host negotiation delegations as part of its multi-track mediation efforts, alongside several schools, kindergartens, and diplomatic missions, resulting in casualties including a Qatari citizen and injuries to several civilians. This attack constitutes blatant aggression against an Arab and Islamic state member of the United Nations and represents a dangerous escalation exposing the extremism of the Israeli government and adding to its criminal record that threatens regional and international peace and security.

Reaffirm absolute solidarity with the State of Qatar against this aggression, which represents aggression against all Arab and Islamic states, supporting Qatar in all steps and measures it takes to respond to this treacherous Israeli aggression to protect its security, sovereignty, stability, and the safety of its citizens and residents in accordance with the UN Charter.

Emphasize that this aggression on Qatari territory—a state acting as a key mediator in efforts to secure a ceasefire, end the war on Gaza, and release hostages and prisoners—represents a serious escalation and an attack on diplomatic efforts to restore peace. Such an attack on a neutral mediation site not only violates the sovereignty of Qatar but also undermines international mediation and peace-making efforts, for which Israel bears full responsibility.

Praise the civilized, wise, and responsible stance adopted by Qatar in dealing with this treacherous attack, its steadfast commitment to international law, and its insistence on preserving its sovereignty and security and defending its rights by all legitimate means.

Support the efforts of countries engaged in mediation, primarily Qatar, Egypt, and the United States, to halt aggression against Gaza, emphasizing in this context Qatar’s constructive role and valuable mediation efforts, which positively contribute to establishing security, stability, and peace. Commend Qatar’s multiple regional and international initiatives, particularly in humanitarian aid and supporting education in developing and poor countries, enhancing its status as an active and supportive actor for peace and development.

Reaffirm the categorical rejection of any attempt to justify this aggression under any pretext, emphasizing that it constitutes a blatant violation of international law and the UN Charter, directly aiming to undermine ongoing efforts and mediations to stop the aggression against Gaza and obstruct serious efforts to reach a just and comprehensive political solution ending occupation and safeguarding the legitimate, inalienable rights of the Palestinian people.

Completely reject repeated Israeli threats to potentially target Qatar again or any other Arab or Islamic state, considering such threats provocative and a serious escalation endangering international peace and security. Call on the international community to condemn them in the strongest terms and take deterrent measures to halt them.

Welcome the Arab League Council’s ministerial-level adoption of the "Common Vision for Security and Cooperation in the Region," reaffirming the concept of collective security and shared destiny of Arab and Islamic countries, emphasizing the need for alignment against common challenges and threats, the importance of implementing necessary mechanisms, and ensuring that any future regional arrangements respect international law, the UN Charter, good neighborly relations, state sovereignty, non-interference, equality of rights and duties, peaceful dispute resolution, ending Israeli occupation of all Arab lands, establishing a Palestinian state on the 4 June 1967 borders, and making the Middle East free of nuclear and other weapons of mass destruction.

Emphasize the need to confront Israel’s plans to impose a new status quo in the region, which directly threaten regional and international stability and security, and the need to counter them.

Condemn any Israeli attempts to forcibly displace the Palestinian people from their lands occupied in 1967, under any pretext, considering it a crime against humanity and a blatant violation of international law and humanitarian law, an unequivocal policy of ethnic cleansing. Stress the need to implement the Arab-Islamic reconstruction plan for Gaza politically and technically and expedite reconstruction, calling on international donors to provide necessary support and actively participate in the Gaza reconstruction conference in Cairo once a ceasefire is reached.

Condemn Israeli policies causing an unprecedented humanitarian disaster, using siege, starvation, and deprivation of civilians of food and medicine as weapons of war against the Palestinian people, in clear violation of international humanitarian law and the Geneva Conventions. Stress that these practices constitute fully formed war crimes requiring immediate action by the international community to end them and ensure unrestricted, safe humanitarian aid access throughout occupied Palestinian territories.

Warn against catastrophic consequences of any Israeli decision to annex parts of the occupied Palestinian territories, countering it as a blatant assault on the historical and legal rights of the Palestinian people, violating the UN Charter and international law, and undermining all efforts for a just and comprehensive peace in the region.

Emphasize the need for urgent international action to end repeated Israeli aggression in the region, halt violations of state sovereignty, security, and stability, in line with international law and relevant UN resolutions, warning of the severe consequences of continued international inaction, exemplified by the aggression against Qatar and ongoing brutal actions in Gaza, illegal settlement expansion in the West Bank including East Jerusalem, and continued attacks on regional states including Lebanon and Syria, constituting blatant breaches of international law and violations of state sovereignty.

Call on all states to take all possible legal and effective measures to prevent Israel from continuing actions against the Palestinian people, including supporting efforts to end impunity, holding Israel accountable for violations and crimes, imposing sanctions, suspending arms supplies or transit, including dual-use materials, reviewing diplomatic and economic relations, and initiating legal proceedings.

Urge OIC member states to examine the compatibility of Israel’s UN membership with its charter, given clear violations of membership conditions and ongoing disregard of UN resolutions, and coordinate efforts to suspend Israel’s UN membership.

Emphasize the importance of adhering to international legitimacy and relevant UN resolutions as the primary reference for achieving international peace and security, rejecting Israeli rhetoric exploiting Islamophobia to justify continued violations and illegal policies, including ongoing genocide and settlement projects in the West Bank, and misrepresenting Arab and Islamic countries.

Welcome the adoption by the UN General Assembly of the "New York Declaration" on implementing the two-state solution and establishing an independent Palestinian state, expressing clear international support for the legitimate rights of the Palestinian people, foremost among them the right to establish an independent state on the 4 June 1967 borders with East Jerusalem as its capital, commending efforts by Saudi Arabia and France that contributed to adopting this declaration.

Welcome the convening of the two-state solution conference, co-chaired by Saudi Arabia and France, to be held in New York on 22 September 2025, calling for coordinated international efforts to ensure wide recognition of an independent Palestinian state with East Jerusalem as its capital.

Commend the pivotal role of Arab and Islamic member states’ representatives on the UN Security Council, particularly Algeria, Somalia, and Pakistan, in defending the Palestinian cause, halting Israeli aggression on Gaza, reaching a ceasefire, and achieving full Palestinian UN membership. Appreciate their effective contributions in calling for and securing the emergency Security Council session addressing Israeli aggression against Qatar.

Affirm support for the historic Hashemite custodianship held by His Majesty King Abdullah II over Islamic and Christian holy sites in Jerusalem, as confirmed in the agreement between His Majesty King Abdullah II and President Mahmoud Abbas of the State of Palestine on 31 March 2013, confirming that Al-Aqsa Mosque / Al-Haram Al-Qudsi Al-Sharif, with its full area of 144,000 square meters, is exclusively a place of worship for Muslims, and that the management of Jerusalem Endowments and Al-Aqsa Mosque Affairs, affiliated with the Jordanian Ministry of Awqaf, is the sole legal authority with exclusive competence to manage, maintain, and regulate access to the mosque.

Emphasize the need to support Jerusalemites in maintaining their land and support the Jerusalem Committee, chaired by His Majesty King Mohammed VI of Morocco, and its executive arm, the Bayt al-Quds Agency.

Affirm that a just, comprehensive, and lasting peace in the Middle East cannot be achieved by bypassing the Palestinian issue, ignoring Palestinian rights, or through violence and targeting mediators, but through adherence to the Arab Peace Initiative and relevant international legitimacy resolutions, calling on the international community, particularly the Security Council, to fulfill its legal and moral responsibilities in ending the Israeli occupation and establishing a binding timeline.

Task OIC member states, parties to the Rome Statute of the International Criminal Court, to take all possible measures under their national legal frameworks to support the implementation of ICC arrest warrants issued on 21 November 2024 against perpetrators of crimes against the Palestinian people; also calling OIC member states to exert diplomatic, political, and legal efforts to ensure Israel, as the occupying authority, complies with interim measures issued by the International Court of Justice on 26 January 2024 in the case “Application of the Convention on the Prevention and Punishment of the Crime of Genocide in Gaza.”

Express deep gratitude to the State of Qatar—its Emir, government, and people, led by His Highness Sheikh Tamim bin Hamad Al Thani—for their tireless efforts in hosting and organizing this summit with wisdom and strategic vision, providing facilities and support to ensure its success, appreciating Qatar’s active role in promoting consultation and consensus among member states, and its tangible contributions in supporting joint action, reflecting its constant commitment to strengthening solidarity and unity.
