Breakdown of the Financing Agreements:
Human Capital Development (€30 million): Focuses on inclusive education, Technical and Vocational Education and Training (TVET), social protection, and democratic participation, with a specific emphasis on women, youth, and persons with disabilities.

Refugee Protection and Support (€80 million): Aimed at ensuring dignified livelihoods for both host communities and Syrian refugees. This includes cash assistance, social services, and skill development, as well as supporting the voluntary, dignified, and sustainable return to Syria.

Integrated Border Management and Internal Security (€25 million): To bolster Jordan's capabilities in combating transnational crime, cyber threats, and human trafficking, while upholding human rights and ensuring a gender-responsive approach to border security.

Minister Zeina Toukan stated that these agreements reflect Jordan's strategic vision for achieving sustainable development, aligned with the priority partnership between Jordan and the EU. She added that the funds would strengthen education and social protection systems, secure borders, and support refugees, building a more inclusive and prosperous future.

For her part, the EU Commissioner for the Mediterranean, Dubravka Šuica, noted that Jordan "remains a fundamental force for stability in a challenging region." She emphasized that the signed agreements would enhance investment, strengthen economic ties, and create new opportunities for growth and jobs. She added that the "Mediterranean Pact" would provide a robust framework to unlock greater potential and build a more resilient and interconnected future.

The Strategic and Comprehensive Partnership, signed in January 2025, focuses on peace, security, and sustainable development across five pillars: human capital, migration and refugees, security, economic resilience, and political relations. Notably, the EU has pledged €3 billion to Jordan for the 2025–2027 period, consisting of grants, investments, and concessional loans.
