The declaration calls for “concrete, time-bound, and irreversible steps” toward a two-state solution between Israel and the Palestinians. It also condemns Israeli attacks on civilians and infrastructure in Gaza, as well as policies of siege and starvation. The declaration further calls for the deployment of a temporary international stabilization mission in Gaza under a United Nations Security Council mandate.

The first step outlined in the declaration is to end the ongoing war in Gaza, which has lasted nearly two years.
