The Ministry of Social Development has referred the Green Crescent Charity (GCC) to the Public Prosecutor for collecting donations through illegal means, according to an official statement issued by the ministry on Thursday.

The statement noted that the Minister of Social Development has appointed a temporary administrative committee to oversee the GCC. Following the discovery of legal violations, the committee has been tasked with auditing all financial and administrative records of the charity and its branches.
An initial audit by the ministry revealed that the existing administrative board was unlawfully formed, resulting from an illegitimate general assembly meeting.
The charity violated legal regulations by launching donation campaigns without obtaining the necessary licenses and by issuing unauthorized fundraising permits to its staff. Furthermore, it failed to properly document the collection of these donations.
The decisions made by the previous administrative board lacked procedures for distributing in-kind assistance and did not include approvals for the charity’s expenditures. It was also found that individuals collecting donations were receiving excessive commissions without legal justification.
Additional violations included improper spending by those authorized to sign on the charity’s accounts and breaches in the legal procedures for establishing branches and managing their financial and administrative affairs. Irregularities were also found in the collection and distribution of in-kind donations received by the branches.
