During a legislative session headed by Speaker Ahmad Safadi in the presence of Prime Minister Bisher Al-Khasawneh along with members of the government team, the Lower House discussed a memorandum submitted by 104 deputies regarding the proposed amendment. The majority voted to refer it to the government.

Safadi stated, "The House’s memorandum calls for amending this article, and it was referred to the House legal committee, which in turn discussed it in detail."

The head of the House Legal Committee, Deputy Ghazi Al-Thunaibat explained that the committee discussed the memorandum, emphasizing the necessity to amend the paragraph to specify that the winner of the seats should be from at least three lists.

The amended second paragraph A of Article 49 of the election law becomes as follows: Each list that surpasses the threshold percentage will secure seats in proportion to the number of votes it garnered out of the total votes for lists exceeding the threshold in the local electoral district. If there are not three lists contending for three or more seats in the districts or two lists in districts with one seat each, the authority will progressively decrease the threshold percentage by one percent until the number of successful party lists reaches a minimum of three in districts with three seats in contention and two lists in districts with one seat each.

Moreover, the House approved two amended bills, one related to the Right to Access Information and the other to Social Development for the year 2023.
