The Cabinet approved on Wednesday, in a session chaired by Prime Minister Jafar Hassan, the rationale for a draft amended regulation governing the connection of renewable energy source installations to the electricity grid, and exemptions for renewable energy source systems and energy efficiency, for the year 2026.

The draft regulation aims to enable citizens and economic sectors to benefit more fully and efficiently from renewable energy. It would do so by allowing greater flexibility in self-generation, encouraging electricity storage, and promoting energy efficiency - measures intended to strengthen the business case for clean energy investment, increase the grid's capacity to absorb more renewable generation, and maintain a stable and reliable electricity network serving all subscribers.
The draft follows progress Jordan has already made in the renewable energy sector, with renewables now accounting for roughly 27 percent of the country's electricity generation needs. The national energy sector strategy for 2025-2035 targets raising that share to 40 percent by 2035, with the aim of increasing reliance on domestic energy sources and reducing dependence on imported conventional fuels.
The regulation is also part of a broader effort to strengthen the role of renewables in the national energy mix and to develop the grid's capacity to absorb more renewable generation safely and sustainably. Officials said the measure aligns with the national energy sector's strategic targets and supports Jordan's international commitments on reducing carbon emissions and addressing climate change.
Under the draft regulation, citizens and facilities would gain greater flexibility in meeting their electricity needs through renewable energy, while electricity storage and later use would be encouraged. The regulation would also provide a clearer framework for citizens and investors before they commit to renewable energy projects, by defining permitted capacities, connection mechanisms, and storage and energy efficiency requirements.
Expanding storage systems and energy efficiency measures is also expected to develop services linked to the clean energy sector, including the design, installation, and maintenance of renewable energy and battery systems, as well as energy auditing services and consumption-efficiency solutions - supporting the growth of local expertise and services in this expanding sector.
The draft regulation was developed after consultations with government and regulatory bodies, electricity companies, representatives of economic sectors, and renewable energy specialists and investors, and was based on a regulatory impact study, with the stated aim of encouraging investment and the expansion of clean energy.
The results of implementing the amended regulation will be monitored and evaluated through indicators measuring the expansion of renewable energy projects, installed electricity capacities, added storage capacity, and the effects on the electricity system. A comprehensive review is to be conducted three years after the regulation enters into force, to develop procedures, assess the extent to which its objectives have been met, and evaluate its impact on electricity tariffs and the stability of the national electricity grid.
