Amman has been recognized as a leading model for zero-emission buses (ZEBs) in the Middle East and North Africa (MENA) in the International Association of Public Transport (UITP) 2026 Zero-Emission Buses (ZEB) Report, marking a significant achievement that reinforces the Jordanian capital's position as a regional leader in sustainable public transport and environmentally friendly mobility solutions.

The recognition reflects the Greater Amman Municipality's (GAM) strategic vision of transforming the capital into a smart and sustainable city by reducing carbon emissions, improving residents' quality of life, enhancing infrastructure efficiency, and positioning Amman among the world's leading cities in sustainable urban transport.
According to the report, Greater Amman Municipality ranked joint first in the region, alongside Dubai's Roads and Transport Authority (RTA), in governance and ownership models.
The report classified GAM in the highest contractual governance category, recognizing it as the exclusive owner of the city's electric buses, charging infrastructure, and transport data.
It also praised Amman for implementing a hybrid operating model that protects the city's public transport system from monopoly by private operators.
The report further ranked Amman among the top three municipal authorities in the region for operational maturity, alongside the municipalities of Makkah, Jeddah, Ras Al Khaimah, and Muscat.
It highlighted the municipality's transition from serving solely as a transport regulator to becoming an active operator through its executive arm, Amman Vision Transport Company.
The report noted that Amman has advanced beyond several major municipalities in the region that are still at the planning stage of developing green transport strategies.
In addition, Greater Amman Municipality was ranked first outside the Gulf countries for integrated urban planning, citing its successful integration of the Bus Rapid Transit (BRT) system with parking projects and the city's comprehensive digital transformation initiatives.
According to the report, this positions Amman as a unique model for sustainable urban mobility in the region.
