The Jordan Enterprise Development Corporation (JEDCO) has increased allocations for the Enhancing Competitiveness and Innovation of Enterprises Program by 19% in the draft General Budget Law for next year.

The program’s allocations in the draft law amount to 3.75 million dinars, compared with 3.15 million dinars after the revised estimate for the current year, reflecting an increase of 600 thousand dinars.
The program aims to enhance the competitiveness and development of small and medium-sized enterprises (SMEs) by providing both technical and financial support. It also seeks to promote innovation, entrepreneurship, and creativity by supporting 253 projects, up from 114 in the current year.
The program offers financial and technical assistance to the industrial and service sectors in areas such as export development, compliance with technical standards, digital transformation, product development, virtual markets, and economic recovery. It also supports entrepreneurs and individuals with innovative ideas.
The program’s allocations are distributed as follows: 2.85 million dinars for developing national exports, 400 thousand dinars for international linkages and virtual markets, 250 thousand dinars for company financing and support expenses, 150 thousand dinars for supporting the Apparel Design Center and training services, and 100 thousand dinars for promoting and empowering the culture of entrepreneurship across the Kingdom.
According to the draft law, JEDCO’s total budget (current and capital expenditures) will rise by 20%, reaching 5.785 million dinars compared with 4.804 million dinars for the current year after re-estimation.
Total capital expenditures for next year are projected at 3.75 million dinars, accounting for 65% of the corporation’s total budget, while current expenditures will amount to 2.035 million dinars.
The rise in capital expenditures—600 thousand dinars—is mainly due to an increase of 450 thousand dinars in export support projects, 100 thousand dinars for company financing and support, and 50 thousand dinars for entrepreneurship promotion.
Current expenditures are also set to rise by 380 thousand dinars, driven by an increase of 329 thousand dinars in employee compensation to cover natural growth, vacancies, and new hires, in addition to 41 thousand dinars for electricity, goods, and service costs, and 10 thousand dinars for scholarships and training courses.
According to the draft law, the corporation faces several challenges, including weak entrepreneurial culture—especially in the governorates—and the fact that client satisfaction depends largely on their ability to obtain financial and technical support rather than on service quality or procedural efficiency. Other challenges include the negative effects of inflation and its repercussions on the SME sector.
JEDCO’s priorities for 2026–2028 include supporting startups and SMEs to achieve sustainable development and competitiveness by enhancing export capabilities, strengthening production to access virtual markets such as Africa, Europe, and Southeast Asia, and promoting green and innovative projects that help create 1,500 job opportunities.
Other priorities include boosting competitiveness and innovation, supporting 100 projects managed by women entrepreneurs and persons with disabilities, encouraging self-employment initiatives, and working to reduce production costs.
