The report on achievements of the Executive Program for the Economic Modernization Vision highlighted significant progress in the National Carrier Project for desalination and water transport from Aqaba to Amman during the first half of 2025. The Cabinet approved the project’s commitment document and the technical annexes of the National Carrier Agreement.

According to the report, early works for the project have commenced, including technical designs, topographic surveys, geotechnical tests, civil and environmental works, and preparation of temporary facilities.
The water sector also signed a €31 million grant agreement with the German government through the KfW Development Bank to support the National Carrier Project. Additionally, an agreement was signed for the Hkma-Irbid wastewater project funded by KfW worth JD 11.38 million, and the Northeast Balqa Wastewater Plant project funded by the French Development Agency at €60 million, alongside a €15 million grant from the European Union.
The report noted the launch of the Al-Mastaba–Jerash network rehabilitation project worth JD 7.03 million, and the Tafilah water network rehabilitation project worth JD 6.1 million.
Other achievements include receiving sites for five water harvesting tenders with a total storage capacity of 750,000 cubic meters, holding meetings of the Jordan-Syria Joint Committee on the Yarmouk River Basin, implementing infrastructure protection projects at dams, launching a water and energy management system to enhance efficiency, and approving an updated groundwater monitoring system for 2025.
A memorandum of understanding was signed to establish a specialized desalination plant in Tal Al-Mantah, Mafraq Governorate, alongside ten investment agreements in the central and southern Jordan Valley, and six agreements with the private sector to transfer water distribution tasks to water user associations. Studies were also completed for the establishment of water harvesting nurseries across various governorates.
The report highlighted additional agreements in wastewater management and network efficiency projects, providing 20 million cubic meters from water efficiency projects and controlling violations of water sources, in addition to preparing a guide to improve water consumption efficiency across sectors.
Sector indicators for the second quarter of 2025 showed a 99% water quality rate, 68% regular irrigation supply, and an average of 12 hours per week of regular drinking water supply.
The report, published by the Prime Ministry, covers achievements under the 2023–2025 Economic Modernization Vision, economic decisions issued by the Cabinet, and key indicators for the eight growth drivers: investment, quality of life, Jordan as a global destination, sustainable resources, future services, sustainable environment, leadership and creativity, and high-value industries.
