Jordan advances green hydrogen production, signs 5 key agreements

AMMAN — On Wednesday, the Ministry of Energy and Mineral Resources signed five memoranda of understanding in the field of green hydrogen and green ammonia production with several companies during COP28. 1-gigawatt wind power stationMinister of Energy and Mineral Resources Saleh Al-Kharabsheh stated that the agreement with Masdar aims to develop a 1-gigawatt wind power station with a Battery Energy Storage System (BESS) in Jordan. The first memorandum of understanding focuses on producing green hydrogen and was signed during a climate conference with Masdar, Al-Mamalaka TV reported. It aims to conduct a feasibility study for establishing a green hydrogen project and building a factory near the Aqaba port to produce up to 50,000 tonnes annually of cost-competitive green hydrogen, utilizing desalinated seawater and renewable energy.

Green ammonia
Another memorandum of understanding in the green hydrogen sector was signed with the Saudi company Aqua Power, allowing the company to conduct preliminary feasibility studies for a project aiming to produce 100–150 thousand tonnes annually of green ammonia.

Green hydrogen production
The third memorandum was signed with the Korean Electric Power Corporation (KEPCO) and Xenel International, enabling the coalition to conduct preliminary feasibility studies for a green hydrogen production project and produce one million tonnes of green ammonia annually in Jordan.

Regarding the fourth memorandum in the green hydrogen sector, Kharabsheh mentioned that it was signed with Ocior Energy, an Indian/Emirati company, allowing them to conduct preliminary feasibility studies for a project aiming to produce one million tonnes of green ammonia annually, to be developed in stages. The first stage involves producing 100,000 tons annually, increasing to one million tons by 2030.

The Minister signed the fifth memorandum in the green hydrogen production field with Catalyst Investment Management Jordan, allowing the company to conduct preliminary feasibility studies for a project aiming to produce 150,000 tonnes of green ammonia annually.

Kharabsheh emphasized the Jordanian government's earnest and continuous efforts to enhance Jordan's role as a regional center for green energy production and provide high-quality, cost-competitive green hydrogen fuel. He praised regional and national cooperation and partnerships, highlighting the government's priorities and the Economic Renewal Vision (2023-2033) recently launched by the Jordanian government.

This vision includes investing in green hydrogen production projects as part of Jordan's initiatives to transition towards clean energy use, aiming for net-zero emissions.

The CEO of Masdar, Mohamed Jameel Al Ramahi, stated that Jordan has the potential to become a global force in green energy, leveraging its significant wind and solar energy resources to generate large amounts of renewable energy and produce green hydrogen and green fuel at competitive costs. He emphasized the strength of the long-term bilateral partnership and Masdar's commitment to providing expertise in clean energy projects and technologies to help Jordan achieve its carbon reduction plans and unlock the country's vast energy potential.

Additionally, Minister Kharabsheh, as the CEO of the Renewable Energy and Energy Efficiency Fund, signed a memorandum of cooperation with the Italian Ministry of Environment and Energy Security, enabling opportunities for funding Renewable Energy and Energy Efficiency Fund projects for the next four years. This collaboration builds upon a previous memorandum of cooperation signed in Rome in 2018.

Furthermore, Kharabsheh signed a letter of intent with the Canadian International Development Finance Corporation (CCC). This letter resulted from meetings and dialogues between the parties to implement energy efficiency projects for Jordanian government buildings under the ESCO2 Energy Services Companies model. These projects contribute to the sustainability of the energy services market, enhance energy efficiency and conservation projects in public and private buildings, increase financing opportunities, and create new and sustainable employment opportunities.

On the sidelines of the Climate Change Conference of the Parties (COP), Kharabsheh signed a memorandum of understanding with Guide house International - Germany. The agreement aims to enhance energy efficiency within the "Heating and Cooling for Buildings" program in Jordan. The memorandum includes proposing joint project suggestions contributing to achieving the objectives of Jordan's National Energy Efficiency Action Plan (NEEAP), focusing on fulfilling Jordan's international commitments to reduce carbon emissions in the face of climate change.

Minister Kharabsheh affirmed Jordan's efforts to attract investments and achieve collaboration to improve energy efficiency in various sectors by 2030. He looks forward to enabling and financing the transition to an efficient and environmentally friendly cooling system in the Middle East and North Africa during the COP28 conference in the United Arab Emirates.

On the sidelines of the conference, Minister Kharabsheh participated in discussions on the energy cooperation roadmap between the Middle East, North Africa, and Europe. He emphasized Jordan's commitment to deepening energy cooperation between the Middle East and Europe. The participants highlighted the importance of building on the success achieved in the future energy dialogue between the Middle East, North Africa, and Europe, held in Jordan in June 2022.

The seminar activated participants in the future energy dialogue to deepen energy cooperation between the Middle East and Europe. It was announced during the meeting that the next dialogue would take place in Thessaloniki, Greece, in September 2024.
