Members of the House of Representatives elected MP Mazen Al-Qadi as Speaker of the 20th House during the second ordinary session on Sunday, winning the position by acclamation.

The session was held in the evening under the chairmanship of MP Majham Al-Saqour, the eldest member present, with the attendance of Prime Minister Jafar Hassan and the government team.
The first sessions of the ordinary term were held following His Majesty the King’s Throne Speech delivered under the National Assembly dome. During the session, the Speaker of the House was elected, and elections will be held for the First and Second Deputy Speakers as well as the Speaker’s assistants.
According to Article 16 of the House’s Internal Regulations, “The first and second deputies are elected individually in the same manner as the Speaker under the provisions of Article 14. The two assistants are elected as a single list, and those who obtain the highest relative majority among them are declared winners. If votes are tied between two or more candidates for the same position, a draw is held.”
Paragraph (a) of Article 14 states: “The candidate who obtains an absolute majority of those present wins the position of Speaker if there are more than two candidates. If there are only two candidates, the one with the relative majority wins. In case of a tie, a draw is conducted between them.”
Recent amendments to the House’s Internal Regulations require that one member of the permanent office be a female MP. Paragraph (b) of Article 7 stipulates: “If a woman does not win the position of Speaker or either deputy, the right to run for one of the Speaker’s assistant positions is reserved for a woman according to instructions set by the permanent office for this purpose.”
The House will also elect a committee to respond to the Royal Throne Speech, in preparation for its approval and submission to His Majesty within 14 days of the speech.
Elections will also be held for the House’s permanent committees for the second ordinary session, in accordance with Article 38 of the Internal Regulations. These committees include: Legal, Finance, Economy and Investment, Foreign Affairs, Administrative, Education, Youth and Sports, National Guidance and Media, Health and Food, Agriculture and Water, Environment and Climate, Labor and Social Development, Population, Energy and Mineral Wealth, Public Services and Transport, Tourism and Antiquities, Digital Economy and Entrepreneurship, Public Liberties and Human Rights, Women and Family Affairs, Rural and Badia, and Palestine.
